Procurement Supervisor role at Arizona Department of Health Services. Posting note: This posting is for current internal ADHS applicants only. Location: 150 N 18th Ave, Phoenix, AZ 85007. Salary: 88,000; Grade: 23. Responsibilities

Under the procurement authority delegated by the Chief Procurement Officer (CPO) and the Arizona Procurement Code, supervise and direct procurement operations. Provide guidance and oversight to Senior Procurement Specialists and Procurement Specialists; assist in scope of work and specifications development; prepare and administer RFPs, IFBs, RFQs, and RFGA processes. Review and approve various agreement types (Intergovernmental Agreements, Inter-agency Service Agreements, Competition Impracticable decisions, and Memoranda of Understanding) while ensuring compliance with State and Federal statutes and rules. Provide training and mentoring to direct reports; identify improvement areas and implement recommendations for a more effective organization. Supervise and guide staff in developing and issuing solicitations, evaluating proposals, negotiating contracts, and recommending contracts for award; review and execute direct contracts and assess IGAs/ISAs. Draft decisions regarding protests and agency reports to appeals; mentor staff and collaborate to conduct training; track department metrics and promote continuous improvement. Lead special projects to completion by milestone deadlines; act as Procurement Manager in the absence of the Manager. Assist with contract status reporting, evaluation of contractor performance, investigations of alleged contract violations, and the development of non-compliance action plans. Evaluate contract remedies, audit contractor cost data, and identify cost items for proper charging; negotiate terms to minimize performance risk; audit contracts for non-compliance and coordinate with the Attorney General’s office on legal issues. Perform other duties related to the position as assigned. Knowledge, Skills & Abilities (KSAs)

Knowledge of procurement practices related to public health organizations; familiarity with federal and state laws governing procurement, budgeting, and contractual agreements. Understanding of government procurement methods, contract formation/administration, centralized and cooperative procurement structures, and contractual language/negotiation. Customer/supplier relations, milestone-driven thinking, change agent mindset, business partnering, performance management, continuous quality improvement (CQI), and Lean methodologies. Skills in preparing complex specifications and contract documents; strong written and oral communication, problem solving, interpersonal relations, business/technical writing; analytics and computer proficiency; ability to manage and motivate staff. Bachelor’s degree in business, purchasing or related field highly desirable; professional certifications (CPPO, CPPB, CPM, CPSM) preferred. Pre-employment: current internal ADHS applicant; advanced procurement and contracting experience with at least five years at a level equivalent to Senior Procurement Specialist; minimum of two years supervisory experience.
