$90,916.80/yr - $110,510.40/yr ABOUT THIS POSITION
The City of Phoenix Public Transit Department procures and manages mission-critical service contracts for fixed route bus operations, paratransit, technology, and security, as well as large commodity contracts such as those for vehicles and fuel. Management of transit procurements requires compliance with both City of Phoenix and Federal Transit Administration processes and policies. The department seeks an experienced government Procurement Manager to oversee procurement and contract activities. This role reports to the Assistant Public Transit Director and supervises three procurement/contract professionals. The Procurement Manager will lead a team responsible for timely, compliant procurements, including RFPs, IFBs, and RFQs, as well as contract administration, amendments, intergovernmental agreements, and leases. The role involves close collaboration with Law, Finance, and other divisions within the department. IDEAL CANDIDATE
The ideal candidate is customer-focused, detail-oriented, capable of managing complex procurements on schedule, and mentoring the team to produce quality work. SALARY
Pay Range: $90,916.80 - $127,920.00 annually. Hiring Range: $90,916.80 - $110,510.40 annually. Pay Range Explanation: The pay range reflects the entire classification compensation. The hiring range indicates where an offer may fall, considering skills, experience, education, licenses, and internal equity. BENEFITS

Four years of experience supervising high-volume government procurement, including contract administration and writing. Bachelor's degree in business, public administration, engineering, science, or related field, or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager. Other combinations of experience and education may be considered. Finalists are subject to background checks. Refer to the department's detailed description. PREFERRED QUALIFICATIONS
Five+ years in government procurement, three+ years supervising staff, two+ years using SAP/SRM, one+ year with OpenGov or similar systems, experience with Federal agency requirements, transit-specific procurement experience, procurement certifications, and familiarity with FTA guidelines.
