Overview

The purpose of this classification is to perform specialized manual/technical and supervisory functions necessary to the maintenance, repair, and replacement of equipment for Utilities facilities and grounds. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Responsibilities

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Plans, schedules, and supervises the general/preventive maintenance, repair and custodial services for all Utilities facilities; organizes and prioritizes facilities workload; prepares work schedules and makes work assignments; monitors status of work in progress; monitors work safety factors to ensure safety of employee and other individuals; inspects completed work. Supervises and performs general repair and maintenance work on Utilities buildings and related systems such as air conditioning, heating, boilers, chillers, digital controllers, and electric motors; repairs/maintains appliances and equipment. Coordinates work activities with those of other departments. Inspects buildings, equipment and systems to identify needed repairs; tests machinery, equipment and parts for proper operations; ensures that building, equipment and system operations/maintenance are in compliance with all applicable laws and regulations. Supervises/performs skilled labor/repair functions such as electrical and mechanical repairs, plumbing, painting, etc.; supervises/performs various manual work functions associated with building/equipment maintenance which may include repairing roof leaks, replacing ceiling tiles, regulating chemicals to cooling tower water, changing light bulbs and ballasts, cleaning condenser coils, clearing clogged plumbing lines, installing plumbing fixtures, repairing plumbing leaks, wrapping/insulating pipes, repairing/replacing locks/hardware, running cables/wires, replacing electrical receptacles, testing electrical components; removes and replaces a/c compressors, electrical fan motors, contactors, relays, defrost boards, pressure switches, belts, current switches, thermostats, etc. May operate a variety of equipment, machinery, and tools used in projects, which may include utility vehicles, air conditioner, chiller, air handler, boiler, heater, pump, mower, torch, drill, saw, pick axe, shovel, rake, gauges, meters, mechanic tools, electrical tools, diagnostic instruments, etc. Supervises/performs general maintenance tasks necessary to maintain machinery, equipment and tools in operable condition, such as inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, changing filters, washing/cleaning equipment, cleaning work areas, etc.; monitors equipment operations to maintain efficiency and safety; reports faulty equipment. Maintains inventory of department equipment, tools and supplies; initiates requests for new or replacement materials. Reads/interprets blueprints and construction drawings. Prepares and/or completes various forms, correspondence, reports, logs, purchase requests, and other documents; receives various forms, reports, work orders, invoices, certifications, diagrams, blueprints, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to requests for service; responds to routine requests for information from employees, officials, the public or other individuals. Communicates with employees, city departments, department heads, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Responds to complaints and questions related to department operations, to include providing information, researching problems, initiating telephone calls, etc. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends/advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Additional Functions

Operates a motor vehicle for use in conducting work activities. May reclaim refrigerant from air conditioning units and dispose of per established procedures. Performs other related duties as required. Qualifications

High School diploma or GED required; supplemented by Vocational/Technical training in mechanics, construction, maintenance, painting, plumbing, electricity or related field; supplemented by five (5) years previous experience and/or training involving mechanics, painting, plumbing, electrical work, construction or general building maintenance/repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia Driver’s License. May require possession and maintenance of valid Freon Handler/CFC Recovery certification. Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. Human Interaction: Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive and/or advisory data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs. Functional Reasoning: Requires ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form, and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria. Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds); may occasionally involve heavier objects and materials (100 pounds or over). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
