Overview
Electrical Engineer in Anchorage, AK. The Electrical Engineer will plan, organize, manage, and coordinate the engineering activities; this includes oversight of conditional assessments of all North Slope Borough (NSB) infrastructure, assistance in preparation of multi-year planning efforts to address infrastructure needs, oversight of all Department of Public Works (DPW) engineering functions, and provide technical consulting to other NSB departments when necessary. Essential Duties and Responsibilities
The following duties are intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Establish and implement DPW goals, priorities, and work processes. Plan and execute DPW’s engineering strategies, coordinating DPW’s engineering activities with those of other NSB Departments, agencies, and organizations to ensure effective cooperation. Ensure DPW’s activities comply with local, state, and federal codes, ordinances, regulations, and guidelines. Work closely with Consultants and Contractors on assigned projects. Plans, organizes, controls, and evaluates assigned DPW engineering functions and activities. Prepare and submit discipline specific drawings, designs, models, project statements outlining scope of projects, project manuals, schedules, status reports, and all other project-related paperwork consistent with sound engineering/project management practices in accordance with procedures and authorities. Examine and peer review project manuals, specifications, drawings, cost estimates, bidding, negotiations, schedule of values and construction schedule, and other related contract documents. Prepare reports and make recommendations on the Department's area of responsibility for the Capital Improvement Program. Oversee construction projects and other related projects. Understand and carry out project goals, schedules and budgets. Support the Director in all aspects of the Department's functions. Supervise, train, and coordinate the daily operations of staff. Provide technical or engineering consultation to other NSB departments at the direction of the Director. Performs other duties as assigned Knowledge, Skills and Abilities
Preferred knowledge of North Slope Borough organization, operations, policies, and procedures. Knowledge of basic building principles and practices. Knowledge of budgeting techniques and practices for efficient and cost-effective resource management. Knowledge of the principles of project management and contract administration. Knowledge of principles and practices of Electrical, Electrical Utility, Controls and Power Generation Engineering. Knowledge of current developments, literature, codes and safety standards related to electrical engineering. Knowledge of modern methods and techniques used in the design and construction of a wide variety of electrical, electrical utility, signal and power generation projects. Skill in reading and evaluating blueprints and technical manuals. Skill in developing and administering a comprehensive budget. Skill in contract negotiations. Skill in using personal computers and a variety of software applications, including Microsoft Project, Excel, and Word. Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships with Department staff and other Borough employees. Ability to establish and maintain effective working relations with co-workers, other Borough employees, and representatives from other local, state, and federal agencies. Education, Experience, Certifications and Licenses Required
Bachelor's Degree in Electrical Engineering or related field from an accredited college or university; Four years of progressive responsible engineering experience in the construction/engineering industry, within the State of Alaska; Two years of Arctic engineering experience; Valid Alaska Driver's License that meets North Slope Borough insurance criteria; Current Alaska Professional Engineering license registration.
