Site Road
Plan Review Division.
About The Position This position provides entry-level engineering and administration support within the Division of Site/Road Plan Review, DPIE. The incumbent provides engineering support to a specific County Engineering District. Responsibilities include, but are not limited to, plan review of paving and storm drain, stormwater management, grading, Flood plain, street grade establishment; street construction cost estimates, Maryland-National Capital Park and Planning Commission (M-NCPPC), Building permit plans review and approval, Department of Public Works and Transportation (DPW&T) and Maryland State Highway Administration (SHA) projects. The incumbent ensures that permit plans and engineering documents comply with County and State Regulations. Coordination with construction inspector and engineering technician personnel is required. Work is performed under the supervision of the District Engineer. It is important to understand that DPIE is a service agency. As such, this position requires the incumbent to be physically and medically capable of working both inside and outside in extreme weather conditions (heat/cold, wet/humid, snow/ice, and/or dry/arid conditions). The incumbent is required to be both physically and medically capable of remaining in a stationary position, either sitting at a computer terminal, standing at a service counter, or in a mobile position or as deemed necessary. This position requires the incumbent to be capable of lifting, pulling, or carrying items that exceed five (5) pounds, as well as moving office supplies and equipment that weigh up to thirty (30) pounds. Please be advised that regardless of the incumbent’s normally assigned duties, this position requires the incumbent to be willing and both physically and medically capable of working overtime and on weekends for special program events. This position description is subject to change at any time. Employees in specific positions are required by the Office of Ethics and Accountability (OEA) to file annually a confidential Financial Disclosure Statement (FDS) based on the responsibilities associated with his/her position. In addition, the agency Director has the discretion to identify an employee to file. Therefore, if you are notified that you must file an FDS, please comply within the required timeframe. Furthermore, if an employee has secondary employment, he/she must complete the required form and obtain approval from the Director or designee. About The Agency The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction. Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes.
Examples of Work
Performs detailed reviews of Site grading, Paving and Storm Drainage Plans, Stormwater Concepts, and Stormwater Management Plans related to the of properties and subdivisions, as submitted by professional engineers for subsequent permit construction of roadways development and drainage and stormwater management facilities in compliance with applicable codes, standards, and regulations.
Conducts periodic site reviews of the developments to become familiar with the projects and observe any questionable or unusual circumstances associated with the designs or methods involved.
Performs reviews of Street Grade profiles as submitted by developers’ engineers associated with subdivisions, commercial development, or extension of utility systems.
Assists in the preparation/review of technical designs of construction plans, right-of-way plats, specifications, and engineering cost estimates for assigned highway, storm drainage, and miscellaneous County roadway improvement projects.
Prepares/reviews basic calculations and develops engineering plans and specifications in accordance with accepted codes, regulations, and standards.
Processes waivers from code requirements when necessary.
Prepares/reviews cost estimates to determine Performance Bond requirements for roadway and drainage construction projects within limits indicated on permit applications.
Reviews and prepares comments on proposed subdivisions as submitted by the M-NCPPC, to provide Departmental recommendations concerning roadway alignments, widths, grades, easements, and compliance with approved Master Plans.
Ensures complete and timely distribution and review of plans and permits by all Departments.
Completes and tracks the status of reviews within assigned due dates and timeframes or within approved extensions.
Assignments include liaison work and coordination among County organizations and private engineering/architectural firms and/or representatives of utility companies involved in construction.
Ensures permit requirements are completed prior to permit issuance.
Ensures peer reviewers are managed in accordance with requirements.
Prepares for meetings, knowing the status of the project and bringing necessary materials, and agendas.
Monitors status and accuracy of ePlan and ePermits.
Coordinates all road culverts and bridge design proposals from developers with DPW&T prior to approval.
Maintains contact, both orally and in writing, with citizens, developers, builders, sub-professional and professional engineering personnel, and legislators, and represents the DPIE at meetings, Board of Appeals hearings, or on committees.
Performs other related duties as assigned.
Participates as a critical/essential employee in emergency or special activities as assigned.
Maintains that assigned equipment is in proper working order and recommends repair and/or replacement.
Qualifications
Bachelor's degree from an accredited college or university in the engineering or related scientific field determined by the requirements of the position (e.g., civil, environmental, transportation, architectural, mechanical, fire protection, agricultural, agronomy, chemical, industrial, construction).
OR A Professional Engineer (PE) License may be substituted for the degree.
