TB Program Management Officer, Bureau of Tuberculosis Control
The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis (TB) and eliminate it as a public health problem in New York City. The BTBC goals are: To identify all individuals with suspected or confirmed TB disease and ensure their appropriate treatment, ideally on a regimen of directly observed therapy. To ensure that individuals who are at high risk for progression from latent infection to active disease receive treatment for latent Infection and do not develop disease. Position Summary The Bureau of TB Control seeks a Program Management Officer (PMO) to oversee and coordinate all bureau financial planning, budget management, and administrative and human resources functions, which involves liaising with Division of Disease Control leadership, as well as working across teams within the Bureau of TB Control. Job Duties And Responsibilities Oversee and coordinate Bureau of TB Control financial planning and budget management across multiple grants and other funding sources to strategically support the most effective and efficient use of bureau resources. Conduct fiscal analysis on bureau spending to inform budgeting and planning. Evaluate cost-effectiveness, cost-benefit, and cost-utility of bureau programming to inform improvements and efficiency. Engage in cost analysis and feasibility studies of public health intervention programs. Perform economic evaluations and health impact assessments to identify the fiscal consequences and accompanying health effects of internal and external budgetary policies, plans, and programs. Generate financial variance reports to provide a comprehensive economic assessment of bureau budgeting and spending. Lead research projects, including data analysis and relevant literature reviews, to prepare comprehensive reports and recommendations. Provide bureau leadership with fiscal guidance and expertise on economic impacts of alternative programs, policies, and legislative proposals affecting TB in NYC. Oversee and coordinate bureau administrative and human resources functions, including leading strategic hiring discussions and implementing decisions. Preferred Skills Experience with fiscal analysis, budget management, financial planning, and contracts. Experience with human resources management and planning. Ability to manage multiple priorities and competing demands in high-paced environment while maintaining professionalism. Ability to work collaboratively across multiple teams to meet a shared goal. Strong communication, organizational, analytical, and problem-solving skills.
