The Opportunity
WSDOT is seeking a Transportation Planning Specialist 3 to serve as the Rail Operations Coordinator for the Rail, Freight, and Ports (RFP) Division. The RFP manages the state’s intercity passenger rail program, Amtrak Cascades, which plays a key role in advancing the agency’s mission to provide a safe, sustainable, and integrated multimodal transportation system. This position is instrumental in leading and coordinating project teams across multiple partners, including internal business, communications, contracts, and planning teams, as well as Sound Transit, Amtrak, and the Oregon Department of Transportation. The work performed includes project management, contract development and oversight, data and financial analysis, grant facilitation, and enhancement of passenger rail services and amenities. A successful candidate will bring strong skills in project management, stakeholder coordination, financial and data analysis, contract administration, and the ability to manage complex, high-visibility transportation initiatives. What to Expect
Among the varied range of responsibilities held within this role, the Rail Operations Coordinator will: Manage complex passenger rail projects with limited supervision. Develop project scope, schedules, and budgets and coordinate project teams. Organize, facilitate, and document project team meetings, including coordinating with internal and external partners. Track, monitor, and report project deliverables, schedules, and budgets. Review and approve project invoices in accordance with contract terms and conditions. Initiate and facilitate ongoing communication with project team members to ensure alignment. Develop and execute agreements, contracts, and task orders in coordination with external and internal partners. Negotiate agreement terms and conditions, writing statements of work, and developing schedules and budgets. Qualifications

Experience communicating professionally and effectively with technical and non-technical audiences, using email, phone, text, in-person, and group settings. Facilitation and Coordinating:
Experience with successful meeting facilitation, deliverable tracking, note taking, and partner coordination. Customer Service Skills:
Experience providing exemplary customer service. Data Analytics:
Experience providing effective data or financial analysis, verification, and reporting. Technology and Software Skills:
Experience using Microsoft Office and other productivity and project management applications. Service Inspections:
Ability to perform in-person, visual service inspections of Amtrak Cascades trains along the entire route, including in Oregon, Washington, and Vancouver, BC, Canada. Respectful Workplace:
Demonstrated commitment to learning and growth. The ability to take action to meet the needs of others. In addition to the above, the following are also required: A valid driver’s license and the ability to operate state-owned vehicles. Ability to attend meetings, trainings, and perform site visits.
