Eligibility Specialist II — County of Monterey THIS IS NOT A “REMOTE WORK” or “TELEWORKING” POSITION. THIS POSITION IS LOCATED IN MODOC COUNTY, CA. Position information and salary details are provided in the bulletin. The Eligibility Specialist classifications determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; maintain current knowledge of program regulations and procedures necessary for multi-program caseload administration; initiate and process casework through automated systems; identify needs and make appropriate referrals for health, social, and/or employment services; and perform related work as required. The Eligibility Specialist II is the journey-level classification in the Eligibility Specialist series. Incumbents demonstrate working knowledge of eligibility regulations, procedures and eligibility software systems. They handle more complex tasks and/or caseloads independently with supervision as needed. This class is flexibly staffed and normally filled by advancement from the lower level or, if filled from outside, require prior experience as an Eligibility Specialist, Eligibility Worker or comparable position. The class is distinguished from Eligibility Specialist I by requiring less supervision and from Eligibility Specialist III by not having lead duties. SUPERVISION EXERCISED AND RECEIVED: Incumbents typically receive supervision from an Eligibility Supervisor and may receive lead direction from an Eligibility Specialist III. Responsibilities

Performs interactive interviews to elicit eligibility information, verify financial, employment, tax and personal demographic information, and determine eligibility for public assistance programs and services Analyzes financial and eligibility information to determine initial or continuing eligibility for multiple aid programs Explains regulations, rules and policies to clients and informs them of rights, responsibilities and eligibility for participation in various public assistance programs Ensures accuracy and completion of application and declaration forms Resolves discrepancies by securing documentation, medical records and confirmation from other agencies Enters and retrieves data and issues benefits from automated computer systems Determines benefit levels by performing complex computations and/or computer entries and analyzes results Reviews and interprets information on forms to assist with eligibility determination Evaluates clients for and answers questions on Advanced Payment Tax Credits (APTC) related to health care reform Explains health plan options and features through Covered California Monitors ongoing eligibility by obtaining periodic updates and acting on changes Makes referrals to external services to assist clients toward self-sufficiency Manages caseload and maintains case records within regulatory and local policy timeframes Maintains clear and readable case records, narratives, forms and computer documents Troubleshoots task or case issues; involves Help Desk as needed Communicates with clients and others while maintaining confidentiality Responds to questions and complaints via in-person, phone, mail or email Provides pertinent forms and pamphlets as required Identifies suspected fraud and refers for investigation Makes referrals to social service workers as needed Participates in special projects, studies, work assignments and committees Prepares correspondence and reports Performs related duties as assigned Employment Standards

Eligibility Specialist II One (1) year full-time experience in an Eligibility Specialist I classification in an Interagency Merit System (IMS) County; OR Two (2) years of full-time experience determining eligibility for public assistance programs in a public human services agency. Supplemental Information

This is not a remote work or teleworking position and is located in Modoc County, CA. A valid driver’s license may be required, and employees may need to drive their own vehicle and provide proof of insurance. A background check may be required. This position is full-time at 37.5 hours per week. Pre-employment drug testing, physical and fingerprinting may be required. Background checks may include fingerprinting, citizenship verification and local law enforcement checks. EXAMINATION INFORMATION: Training & Experience Examination – weight 100%. Applicants must complete the entire examination and achieve at least 70% to be placed on the eligible list. MSS accepts applications on a continuous basis. ELIGIBLE LIST INFORMATION: A departmental open eligible list will be established for Modoc County and used for 12 months unless extended or replaced. RETEST PERIOD: After taking the examination, you may not retest for six (6) months from the eligibility date. SPECIAL TEST ARRANGEMENTS: Arrangements may be made for disability, military, or religious reasons. Contact MSS for accommodations. EDUCATION DOCUMENTS: Attach transcripts if education is used to meet minimum qualifications. Foreign transcripts require evaluation. Transcripts may be unofficial unless required upon appointment.
