CHIEF BUILDING OFFICIAL (BUREAU MANAGER) – City of Long Beach, CA The City of Long Beach is seeking an experienced leader to oversee the Building & Safety Bureau within the Community Development Department. The Bureau Manager will guide a team of approximately 100 staff who deliver permitting, inspections, and plan check services, reporting to the Director of Community Development. The role emphasizes innovation, high-quality customer service, and collaboration with City departments and community partners. It involves managing the Bureau’s operations across all phases from permit center to plan review and inspection, and supporting initiatives such as launching a new Enterprise Land Management System (ELMS). Provide vision, leadership, and daily oversight of the Building & Safety Bureau operations. Manage the Bureau’s budget, supervise approximately 100 staff (including four direct reports), and ensure consistent, high-quality plan check and inspection services. Act as a liaison to the Department’s Director and Deputy Director, elected officials, developers, residents, and partner agencies; communicate clearly and professionally. Lead the implementation of new technologies, guide code updates, and collaborate with related Bureaus (Code Enforcement, Planning, Fire Prevention). Drive customer service excellence and foster collaboration across City departments and external partners. Ideal Candidate

Collaborative, forward-thinking leader with strong technical knowledge of building codes, permitting processes, and inspections. Ability to translate complex codes into practical explanations for staff, officials, and the community. Visible leadership with a strategic mindset and an understanding of long-term impacts of day-to-day decisions. Examples of Duties

Provide leadership and accountability across Bureau functions; recruit, mentor, and support staff to build a high-performing team. Oversee the Bureau’s budget and daily operations; ensure timely responses to inquiries and effective service delivery. Collaborate with other City bureaus and external partners to advance the City’s goals for safe, sustainable, and resilient development. Qualifications

Minimum Qualifications: Bachelor’s degree from an accredited college or university in civil or structural engineering, construction management, architecture, or a related field. Five (5) years of progressively responsible full-time experience in plan review, permit issuance, inspection services, and enforcement of construction codes; at least three (3) years in a supervisory capacity. Desired but not required: California licensed professional engineer or architect; ICC Building Official certification; experience in public administration or government. Substitution: Professional experience beyond the minimum qualifications may be substituted for education on a year-for-year basis. Salary and Benefits

Annual salary: $171,702.98 – $207,050.84 DOE/DOQ Retirement: CalPERS; health and dental insurance, life insurance, disability, and other city benefits as described in the posting.
