The position is located in the Office of the Under-Secretary-General, within the Office of Counter-Terrorism (UNOCT), at UN Headquarters in New York. The Programme Officer will report to the Chief of the Front Office under the supervision of the Chief of Office of the Under-Secretary-General (OUSG).
The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in 2017. The Office has five main functions: (a) provide leadership on counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 46 Counter-Terrorism Compact entities; (c) strengthen the delivery of UN counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for UN counter-terrorism efforts; and (e) ensure counter-terrorism is prioritized across the UN System and that prevention of violent extremism is rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and supports UN capacity building efforts.
Responsibilities
Participates in the development, implementation, and evaluation of assigned projects undertaken by OUSG; monitors and analyzes the development and implementation of such projects; reviews relevant documents and reports; identifies problems and issues and proposes corrective actions; liaises with relevant parties; tracks follow-up actions.
Monitors national and regional political developments and maintains up-to-date knowledge of events related to political issues, and how they affect assigned countries, regions and thematic mandates.
Researches, analyzes, and presents information from diverse sources.
Assists in policy development, including reviewing and analyzing issues and trends; consults with relevant staff within the office.
Undertakes survey initiatives; designs data collection tools; reviews and interprets responses; identifies issues and prepares conclusions.
Prepares analytical reports and written outputs on sensitive matters for senior management (e.g., draft background papers, concept notes, analyses, sections of reports); contributes to publications.
Prepares briefing materials and talking points for senior officials and provides guidance on assigned issues to senior management.
Provides substantive support to consultative meetings, conferences, etc., including proposing agenda topics, identifying participants, and preparing documents and presentations.
Maintains contacts with other UN offices, international organizations, and governments on coordination and policy matters.
Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics.
Performs other related duties as required.

Education & Work Experience Education:
Advanced university degree (Master’s degree or equivalent) in political science, business administration, management, economics, law, public administration, international relations or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Work Experience:
A minimum of five years of progressively responsible experience in project or programme management, political affairs, international relations, law, security, conflict resolution or related area is required. Experience working on counter-terrorism and/or prevention of violent extremism as conducive to terrorism is required. Experience in drafting reports and briefing materials for high-level officials is required. Experience in providing advice to senior officials in international organizations is desirable. Experience in policy formulation and organizational reform is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
