Health Services Administrator (HSA) – Pierce County Jail, Tacoma, WA

$144,144.00 – $152,152.00 annually The Health Services Administrator (HSA) leads our medical and mental health teams to ensure residents receive quality care that protects their rights, dignity and health. As the HSA, you will advocate for nursing needs, set clear expectations and direction for staff, communicate practice changes, recruit, coach, and develop others, and work collaboratively with staff to provide necessary healthcare and treatment services for our patients. Responsibilities Collaborate with the Medical Director, Mental Health Director and Dental services staff to set clinical priorities and provide direction for nursing services; ensure nursing staff are responsive to patients in our care. Provide oversight, case consultation, coaching, and troubleshooting to the staff in the nursing services unit to create a cohesive, skilled, and supported team. Directly supervise the Nursing Leadership Team including performance reviews, setting and reviewing expectations, advocating for skill development, and handling hiring/separation actions. Assure clinical quality standards are set and monitored through a clinical performance and review process; manage staff behaviors and expectations to meet all NaphCare policies and create a healthy work environment. Facilitate staff development activities including clinical practices updates, skills development, community resources/partners updates, and law updates; provide and/or coordinate in-service training for all jail staff as needed. Monitor and ensure compliance with NCCHC standards, PREA standards, regulatory requirements, and legally mandated training requirements for nursing services. Collaborate with NaphCare's Finance Team to monitor available funds and stay within budget authority. Qualifications Education / Licenses / Certifications / Requirements Hold a current, unrestricted license as a Registered Nurse within WA Possess an active CPR certification Must pass the facility's criminal background check and drug screening Experience / Skills Five years of well-developed administrative, clinical, and progressive management experience in a government or private organization related to comprehensive medical, dental, and mental healthcare services within a correctional health care or acute care setting Ability to manage budgets, analyze contracts, and manage complex staffing matrices between medical and mental health teams Excellent communication skills with proven experience leading, managing, and coaching medical staff through complex Human Resource issues Knowledge of nursing practice principles and techniques, occupational health and safety standards, infectious disease management, applicable health care laws, regulations, and procedures for direct health care services Ability to maintain confidentiality of all proprietary and/or confidential information Display integrity, professionalism, and ability to adhere to a Code of Conduct and comply with all facility correctional healthcare policies and legal requirements Physical Capabilities Must have the ability to stand for long periods, lift and move patients (up to 50 pounds), bend, squat, reach, push, pull, walk significant distances, and perform physically demanding tasks like CPR, while maintaining good balance and endurance throughout a shift.
