Transmission Line Design Engineer

This position is domiciled in New Orleans, LA; however, Baton Rouge, The Woodlands, Little Rock, and Jackson may be considered for individuals willing to travel to New Orleans regularly. This posting will be used to fill multiple vacancies. Job Summary/Purpose
This position acts in a lead capacity among peers within a department in a technical discipline, short of a supervisor, but with responsibilities of some level of coordination and/or review. This position works in conjunction with other engineering disciplines and is responsible for system functions such as developing design/construction standards, ensuring quality of engineering deliverables, and participating in technical workforce development. Additionally for very large capital projects, this position acts as liaison between project management and technical disciplines involved with capital projects and serves as the subject matter expert and primary point of contact for the management and coordination of all technical aspects of the project. Ensures that engineering is complete, accurate and constructible for all elements of a project's scope. Oversees contractor's engineering performance and coordinates all contractor and owner's engineering interfaces in addition to ensuring projects are completed according to project construction drawings and in accordance with project specifications, quality, and performance requirements. Focus of role may be in one of five areas: design/construction of transmission line facilities, design/construction of transmission and distribution substation facilities, design/construction of civil and structural aspects of transmission lines and substations, design/construction of relay protection and control components in substation facilities, or design/construction of relay settings in transmission and distribution substation facilities. Responsibilities
Plan and conduct independent engineering work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures, and criteria. Devises new approaches to solving problems. Direct and mentor junior staff and oversee the engineering work on multiple projects; to include design package development, planning studies, reliability analysis, engineering standards development, and system operations. Represent Entergy as a technical expert within Industry. Represents Business Unit in Standards discussions and/or utility practices as the industry evolves. Work with consultants and equipment manufacturers and interface with departments on technical issues. Lead the development of System/BU level processes and procedures. Act as a change agent for achieving Business Unit objectives. Provide guidance and coaching to other departments on engineering matters. For very large capital projects, manage the engineering and technical contract consultants. Participate in contractor/vendor selection processes with a focus on assessing engineering experience, competencies and capability. Ensure firms solicited for engineering services are duly licensed in the project state. Assist Contractors and Vendors during design and construction to resolve technical inquiries and interface issues. Manage the review of engineering and design to assure contract compliance, permits, codes, and utility design standards; support operations and maintenance goals. Coordinate with the Project Manager and project team to apply contract requirements during construction to achieve a 'fit for purpose' outcome. Coordinate design execution with codes, specifications, schedules, and good engineering practice on very large capital projects. Report and disposition RFIs. Contribute to the development of project deliverables at each Stage Gate. Serve as Subject Matter Expert (SME) for the focus area of responsibility on Entergy projects, including decision-making across project development stages, coordinating deliverables, supporting testing and commissioning, troubleshooting, and ensuring installations meet Entergy Standards and Specifications. Maintain drawings and design documents with leadership; manage document reviews; store all project documents in the designated repository; follow change control for design changes; review vendor drawings for conformance to contract. Participate in inspection activities as agreed with the Contractor; provide technical support during construction and start-up; assist with coordinating training of contract personnel. For the Transmission Line Design focus area on EPC capital projects: ensure physical design of transmission line facilities, approval of PLS-CADD models, staking sheets, Plan and Profile drawings, structure and foundation designs, procurement of equipment, and support during construction in accordance with Entergy standards. Minimum Education
Bachelor's Degree in Engineering from a four-year accredited institution. Engineering Technology degrees from a four-year accredited institution with PE consideration. Advanced degree is preferred. Minimum Experience
Engineer, Sr: At least 6+ years of experience without a PE or MS; or 5 years with FE and MS, PE, or PMP. Engineer, Sr Lead: At least 10 years of experience without a PE or MS; or 8 years with PE or MS. Engineer, Sr Staff: At least 12 years of experience without a PE or MS; or 10 years with PE or MS. Desired: civil/site design experience. Minimum Knowledge, Skills And Abilities
Knowledge of engineering fundamentals; practical application of engineering science and technology to transmission line and transmission/distribution substation design and construction; ability to apply principles, techniques, procedures, and equipment to the design of transmission/distribution lines and substations; knowledge of materials, methods, and tools involved in the design, construction or repair of transmission/distribution lines and substations.
