Overview
The Engineer in Training I performs advanced technical work including supervising the preparation of project work plans, cost estimates, contract administration, and the creation of technical reports, specifications, and engineering calculations. The role holds project meetings to ensure work procedures are followed and coordinates the participation of consultants, engineers, designers, and contractors within the Stormwater Section. It assists in managing and implementing programs such as the CRS Stormwater Standards, the NPDES program, and the Stormwater Management Program within the Citrus County service area. This can include designing and implementing retrofits, improving drainage functionality to meet current and growing demands, and ensuring compliance with all local, state, and federal agencies.
Schedule
The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.
Responsibilities
Drives and/or operates a county vehicle or equipment and must obey all safety policies and roadway rules and laws.
Assists in the development, management and implementation of the Stormwater Capital Improvement Program budget and projects.
Conducts project meetings to ensure work procedures are followed, and coordinates the participation of consultants, engineers, and contractors.
Supervises and manages the preparation of project work plans, cost estimates, contract administration, and creation of technical reports, specifications and engineering stormwater calculations.
Conducts and/or coordinates elements in the stormwater portion of the CRS Program and the NPDES permit.
Assists in managing stormwater management systems within the Citrus County service area, including designing and implementing retrofits and improving drainage functionality to meet current and growing demands.
Performs field work including site inspections, stormwater infrastructure inspections and data collection, and county facility inspections.
Responds, analyzes, and designs accordingly to reported drainage concerns.
Oversees the participation of consultants, engineers, designers, and contractors.
Coordinates project meetings and ensures work procedures are followed.
Attends Technical Services Division meetings with the public and engineering consultants.
Attends and presents to the Planning and Development Commission Board, Board of County Commissioners, and other review boards as necessary.
Creates, drafts, and publishes policies and procedures for the Technical Services Division, Stormwater, and staff management.
Performs associated design work and preparation.
Conducts and coordinates studies and prepares reports.
Assists with other miscellaneous engineering projects and attends staff conferences and professional meetings.
Performs other duties as required.
Education, Training, and Experience
Bachelor’s degree in civil engineering
Two (2) years of progressive experience in Civil Engineering (Stormwater) and NPDES
Experience in stormwater, roadway, utility, site, and pavement design
Skills and Abilities
Working knowledge of drainage, hydrology, and hydraulics – ESRI/PONDS/AdICPR preferred
Working knowledge of AutoCAD preferred
Ability to communicate clearly in writing and verbally
Ability to maintain courteous and effective relations with County staff, elected officials, community groups, and the public
Proficiency in Microsoft Office Suite (Outlook, Word, Excel, etc.)
Certificates and Licenses
Valid Florida Driver License or ability to obtain within 30 days of residency
Engineering Intern (EI) Certification, preferred
Must obtain within 90 days FEMA NIMS courses: IS-100.c and IS-700.b
Physical Requirements / Work Environment
Combination of sitting, standing, and walking; occasional lifting up to 10 pounds
Frequent balancing, and occasional bending, squatting, kneeling, twisting, reaching
Typing, grasping, pushing, pulling, operating foot controls/levers, and driving
