Where You Will Work Freight and Rail Office
Your Specific Responsibilities Travels statewide to conduct inspections in accordance with a planned program of state inspection coverage to determine operating adequacy in accordance with Federal and State standards. Ensures compliance with the Federal Railroad Administration’s regulations regarding motive power and equipment. Investigates independently or as part of a team—derailments, fatalities or other incidents to determine if standards were violated. Such investigations include a technical evaluation to determine probable cause and recommend corrective action. Investigates complaints from railroad employees, legislature (Federal and State) and the public alleging non-compliance with minimum standards.
Examines, prepares and maintains reports and records. Examines railroad records of motive power and equipment to ensure adequate and quality periodic inspections of equipment are made to maintain a required level of safety. This includes the design, construction, condition, maintenance, and operation of locomotives and freight cars (including motive power and related appurtenances).
Acts as a technical liaison to district and central office staff on motive power and equipment issues, which includes providing support for state‑owned commuter rail systems. Makes recommendations for developing new or modified motive power and equipment standards and inspection procedures based on federal guidelines and special assignments. Performs duties related to strategic planning by assisting with development of and implementation of the State Rail System Plan required by 341.302(3) Florida Statutes and 49 United States Code 24402. Also provides input on project needs submitted for Strategic Intermodal System (SIS) or Florida Rail Enterprise (FRE) funding as needed.
Maintains liaison with division and general officers of the carriers, shippers, labor organization and other appropriate officials.
Partners with the Federal Railroad Administration and other stakeholders to conduct safety meetings and training sessions as needed. Trains additional state inspector trainees as required.
Required Knowledge, Skills, and Abilities Knowledge of:
Extensive knowledge in motive power and equipment practices and laws.
General railroad safety procedures and practices.
Coordination of projects and activities.
Skills in:
Interpreting and evaluating compliance with Federal motive power and equipment regulations.
Operating a personal computer and associated software (word processing, spreadsheet, e‑mail, etc.).
Coordination of projects and activities.
Ability to:
Effectively deal with sometimes confrontational regulatory activity.
Effectively communicate safety issues both verbally and in writing.
Plan, organize, and coordinate work assignment with high attention to detail.
Utilize problem‑solving techniques.
Work independently.
Prepare correspondence and reports relative to work requirements.
Inspect rail cars (extensive walking on uneven terrain, climbing and lifting up to 50 pounds).
Minimum Qualifications A high school diploma or equivalent, five years of technical rail experience in motive power and equipment discipline, and a valid class E driver’s license.
Licensure/Certifications The applicant must be accepted into the FRA on‑the‑job training program at the journeyman level. Under 351.36 Florida Statutes, the holder of this position must be certified as a qualified railroad inspector by the Federal Railroad Administration, meeting the qualifications and requirements outlined in 49 Code of Federal Regulations 212 pertaining to inspectors in the motive power and equipment discipline. The holder of this position must meet this requirement within 12 months of hire date. This deadline may be extended an additional 6 months with sufficient progress toward certification, as determined by the supervisor.
Other Job-Related Requirements This position requires frequent travel. The selectee must work/reside within the geographic area of the duty location that is negotiated between management. Position is a telecommuting position and will require employee to have an in‑home office space.
