Job Description and Duties

Under the general direction of the Supervising Psychiatric Social Worker, the Clinical Counselor (CC) works in Medical Services, Integrated Care & Complex Patient Populations Division. The CC applies counseling interventions and psychotherapeutic techniques within the scope of applicable Business and Professions Code(s) and license, to treat incarcerated individuals with Substance Use Disorder (SUD) and to develop effectiveness of preventative skills and behaviors for wellness. The CC performs assessments that assist with and facilitate transitional care planning and coordination linking incarcerated patients with resources. Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 19 and related Excluded, Exempt and Statutory Exempt employees to have their base salary reduced by 3 percent and to receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions on a prorated basis. Permanent intermittent employees are subject to the same condition as full-time employees, based on hours worked. This Job Control is listed Until Filled. Education: Possession of a master's or doctoral degree in counseling or psychotherapy that meets the requirements stipulated in Business and Professional Code 4999.32. Possession of a valid license as a Licensed Professional Clinical Counselor issued by the California Board of Behavioral Science. Applicants who do not qualify for licensure may be admitted into the examination and may be appointed but must obtain a valid license within four years of appointment; however, an individual can be employed only to the extent necessary to be eligible for licensure plus one year. Unlicensed individuals recruited from outside California who qualify for licensure may take the examination and may be appointed for a maximum of one year, with possible extensions as described in the Health and Safety Code.
