Lead Budget Analyst V role at

The position performs highly advanced budget preparation and analysis work under minimal supervision, providing strategic direction on complex budget activities and overseeing preparation of the agency’s administrative operating budget, Legislative Appropriations Request (LAR), fiscal notes, and other financial reports. The role involves developing budgets at multiple levels, monitoring revenues and expenditures, and overseeing staff workload and day-to-day activities. Responsibilities

Assist in or plan, coordinate, and help prepare the agency’s administrative operating budget, Legislative Appropriations Request (LAR), fiscal notes, and other financial and legislative reports. Lead and manage staff workload, performance, and day-to-day activities. Serve as the budget liaison with internal stakeholders to field budgetary and fiscal inquiries. Support the preparation of key presentations and financial reports to communicate the budget plan and progress to executive-level administration. Perform complex budget and financial tasks; analyze trends and project future expenditures and budgetary needs. Review requests for additional funds or resource reallocation; evaluate justification and recommend actions. Research legal statutes and historical financial information. Perform other job responsibilities as assigned. Minimum Qualifications

Education:

Bachelor’s Degree in Finance, Accounting or Business.

Relevant work experience may be substituted for degree on a year-for-year basis. Experience:

5 years of experience in budget analysis or budget forecasting. (Experience can be satisfied by full-time or prorated part-time equivalent). Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle. Preferred Qualifications

Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred. Competencies

Knowledge of accounting, budgetary and management principles, forecasting methodologies, and automated accounting, budgeting, and forecasting programs. Proficient in MS Office with advanced Excel. Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, and communicate effectively. Knowledge of legislative appropriation request and annual operating budget processes and of performance measurement and reporting. Ability to identify and develop budgetary reports and schedules, analyze management problems, and present solutions. Analyzing detailed accounting records, troubleshooting problems, and interpreting and applying applicable laws, policies, and procedures. Interacts with internal and external stakeholders in a friendly and professional manner and resolves inquiries efficiently. Communicates effectively using prescribed formats with proper spelling, grammar, punctuation, diction, and style. Proficient in Windows environment and Microsoft Office to analyze data and prepare reports. Works effectively under pressure to meet deadlines with high attention to detail. Physical Requirements and Working Conditions

Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/tools. Sitting for prolonged periods. Repetitive motion of wrists, hands, and fingers. Close visual acuity for data and computer use. Conditions of Employment
