Overview

Performs highly advanced (senior-level) budget preparation and analysis work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may be considered technical experts and may often provide strategic direction and oversight on the most complex budget analysis work. Assists in or plans, coordinates, and helps prepare the agency’s administrative operating budget, Legislative Appropriations Request (LAR), fiscal notes, and other financial (and legislative) reports. Provides financial oversight and support to various Departments and Districts. Develop budgets at various levels, including method of finance (MOF), object of expenses (OOE), and multi-year forecasts, often involving strategic planning for future growth. Monitors agency revenues, expenditures, encumbrances, and unobligated balances to ensure that expenses are within fiscal constraints and implements corrective actions as necessary. Provides oversight of staff workload, performance, and day-to-day activity. Essential Duties

Assists in or plans, coordinates, and helps prepare the agency’s administrative operating budget, Legislative Appropriations Request (LAR), fiscal notes, and other financial (and legislative) reports. Lead and manage staff workload, performance, and day-to-day activities Serves as the budget liaison with internal stakeholders to field budgetary and fiscal related inquiries. Supports the preparation of key presentations and financial reports to communicate the budgetary plan and progress to executive-level administration. Performs complex budget and financial tasks. Analyzes trends, tracks, and projects future expenditures and budgetary needs. Reviews requests for additional funds or resource reallocation; evaluates justification, recommends actions and answer inquiries on budget/resource related matters. Research legal statutes and historical financial information. Performs other job responsibilities as assigned. Minimum Qualifications

Education:

Bachelor\'s Degree in Finance, Accounting or Business. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience:

5 years of experience in budget analysis or budget forecasting. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications

Valid driver’s license. This position requires driving a state vehicle. Preferred Qualifications

Bachelor\'s Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred. Competencies

Knowledge of accounting, budgetary, and management principles, practices, and procedures; of forecasting methodologies; and of automated accounting, budgeting, and forecasting programs. Proficient in MS Office, with an advance working knowledge of Excel Ability to analyze fiscal management information, to determine appropriate use of funds, to perform statistical analyses, and to communicate effectively. Knowledge of legislative appropriation request and annual operating budget processes and of performance measurement and reporting. Ability to identify and develop budgetary reports and schedules, to analyze management problems and develop and present solutions Analyzing detailed accounting records, troubleshooting associated problems, and interpreting and applying applicable laws, policies, and procedures. Interacts with internal and external stakeholders in a friendly and professional manner, works to resolve inquiries quickly and effectively. Communicates effectively using prescribed formats, and adhering to all rules of spelling, grammar, punctuation, diction and style. Using a computer in a Windows environment with Microsoft Office word processing, spreadsheet, and other business software to analyze data and prepare correspondence and reports. Working effectively under pressure to meet strict deadlines while maintaining extreme attention to detail. Physical Requirements and Working Conditions
