Overview

Lead Budget Analyst V – (2502698). Location: Stassney Campus, Austin, Texas. TxDOT's Financial Management Division is seeking a Lead Budget Analyst V to join our team at the Stassney campus, with access to campus amenities. Stassney Campus: optional telework up to one day per week; onsite work hours typically Monday – Friday, 8:00am–5:00pm; travel up to 5%. Responsibilities

Assist in or plan, coordinate, and help prepare the agency’s administrative operating budget, Legislative Appropriations Request (LAR), fiscal notes, and other financial (and legislative) reports. Lead and manage staff workload, performance, and day-to-day activities. Serve as the budget liaison with internal stakeholders to field budgetary and fiscal inquiries. Support the preparation of key presentations and financial reports to communicate the budgetary plan and progress to executive-level administration. Perform complex budget and financial tasks; analyze trends, track, and project future expenditures and budgetary needs. Review requests for additional funds or resource reallocation; evaluate justification, recommend actions, and respond to inquiries on budget and resource matters. Research legal statutes and historical financial information. Perform other job responsibilities as assigned. Qualifications

Experience:

5 years of experience in budget analysis or budget forecasting (experience can be satisfied by full-time or prorated part-time equivalent). Licenses and Certifications:

Valid driver’s license; position requires driving a state vehicle. Preferred Qualifications:

Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, or related field (highly preferred). Knowledge of budgeting, forecasting, and accounting principles; proficiency in MS Office with advanced Excel skills. Ability to analyze fiscal information, determine fund usage, perform statistical analyses, and communicate findings effectively. Knowledge of legislative appropriation processes, annual operating budgets, performance measurement, and reporting. Ability to develop budgetary reports, analyze management problems, and present solutions. Strong analytical and problem-solving skills; effective communication with stakeholders. Experience analyzing detailed accounting records, troubleshooting problems, and applying applicable laws and procedures. Proven ability to work with internal and external stakeholders professionally and efficiently. Strong written and verbal communication, accuracy, and attention to detail; proficient in Windows-based office tools for data analysis and reporting. Ability to work under pressure to meet deadlines.
