We are seeking a highly skilled Budget Analyst IV to perform advanced budget preparation and financial analysis for the Texas Department of State Health Services. The role involves examining operating budgets, compiling statistics, recommending solutions, and preparing internal and external reports such as the Monthly Financial Report (MFR), Operating Budget, and Legislative Appropriations Request (LAR). The position may telecommute up to 50% and is eligible for telework.

Essential Job Functions

Prepare and coordinate the development of the annual operating budget, building projections by department level and ensuring funding sources are allocated appropriately.

Analyze and certify fund availability for procurement requests within the CAPPS financial system, ensuring correct coding and funding alignment.

Analyze expenditure trends in monthly financial reports, recommend solutions on deficits, and provide guidance on spending trends.

Oversee the preparation and development of legislative appropriations requests (LAR), Governor’s Legislative Operating Budget (GLOB), and Monthly Financial Report (MFR).

Analyze cost estimates and fiscal notes for proposed legislation, measuring the impact of existing and proposed state and federal legislation on DSHS programs.

Perform other financial duties as assigned, including participation on agency‑wide workgroups to develop and establish financial policies and procedures.

Knowledge, Skills, and Abilities

Knowledge of state accounting and budgetary procedures and legal restrictions governing the allocation of funds.

Skilled in computer software including Excel, Access, CAPPS, HRMS, USAS, ABEST, and other governmental financial or human resources applications.

Ability to work independently with limited supervision, communicate effectively verbally and in writing, and prepare clear, concise, and accurate financial reports.

Initial Screening Criteria

Experience with State of Texas and federal accounting, budgeting, and financial practices developing and analyzing financial reports.

The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
