General Purpose of Job The Revenue Maximization Specialist is responsible for completing and processing applications for Title IV-E, Medicaid, and TANF (Temporary Assistance for Needy Families), including annual renewals. They determine client eligibility and submit applications for approval. This role involves working closely with case managers, clients, internal staff, and the Department of Children and Families (DCF) Child-In-Care (CIC) Unit to help ensure clients receive Medicaid coverage and appropriate funding for services.

Essential Duties and Responsibilities

Accurate and timely processing of new Title IV-E applications for out-of-home care clients: initiate new Title IV-E application in FSFN within five (5) calendar days of placement; determine eligibility for funding; submit completed application to supervisor within ten (10) calendar days.

Accurate and timely processing of new Adoption Title IV-E applications for children in Adoption placement: determine IV-E eligibility within two (2) calendar days of file receipt; initiate Adoption Title IV-E application in FSFN within three (3) calendar days; submit completed application to CIC within ten (10) calendar days.

Complete and submit Medicaid application to the DCF CIC Unit upon notice of child’s out-of-home placement to ensure timely Medicaid coverage.

Complete Medicaid re-determinations within 30 calendar days of request from CIC Unit.

Monitor the TANF application and eligibility re-determination processes to ensure compliance with DCF and Federal guidelines; assist case managers and adoptive parents; ensure TANF determinations do not expire before re-determinations are completed.

Manage and respond to inquiries regarding Medicaid billing and primary care physician changes from foster parents, case managers, relative and non-relative caregivers, and Protective Investigators.

Maintain accurate eligibility records for all clients with the appropriate paperwork complied for the DCF Contract Oversight Unit.

Working Hours In-office position, Monday-Friday from 8:00am to 5:00pm averaging forty (40) hours per week. Working hours may vary based on business needs.

Travel Travel in and outside of Circuit 13 (Hillsborough County) is required.

Training All employees must complete fifteen (15) hours of online or classroom training annually. If the employee is a Certified Child Welfare Professional, they must also complete twenty (20) hours of continuing education units (CEUs) each year to maintain certification requirements.

Education / Certification / Experience

Bachelor’s degree from a four-year accredited college or university required

Experience in the child welfare field is preferred

Specialized training and/or experience in federal funding related to child welfare is preferred

Skills and Abilities Strong attention to detail, excellent organizational skills, and the ability to manage multiple tasks and deadlines effectively. Solid analytical and problem-solving skills to determine eligibility and resolve issues related to benefits and funding. Effective written and verbal communication skills are essential for collaborating with internal teams, external partners, and clients. Proficiency in data entry and ability to learn and master case management systems, particularly FSFN (Florida Safe Families Network), is required. Demonstrate professionalism, discretion, and the ability to maintain confidentiality in all interactions.

Pre-employment Requirements

Valid driver’s license required, with proof of insurance

Driver’s license check is a requirement

Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE)

Drug Screening is a requirement

Children’s Network participates in E-Verify

Other Requirements Language skills: Must be able to read, analyze, and interpret documents such as policies, procedures, regulations, and eligibility guidelines. Demonstrate the ability to write clear, concise reports and correspondence and effectively communicate information to clients, coworkers, and external agencies. Strong verbal communication skills are essential for explaining complex information in an understandable manner.

Mathematical Skills Basic mathematical skills, including ability to add, subtract, multiply, and divide in all units of measure using whole numbers, fractions, and decimals. Calculate figures such as percentages and prorated amounts to determine financial eligibility and funding allocations. Accuracy and attention to detail are essential when reviewing financial data and processing benefits.

Reasoning Ability Strong reasoning and critical thinking skills to identify problems, evaluate options, and implement effective solutions. Ability to interpret and apply complex policies, procedures, and regulations to varied situations. Exercise sound judgment, make informed decisions under pressure, and adapt to changing priorities. Work independently as well as collaboratively in a team environment.

Physical Demands Moderate. Requires extended periods of sitting, standing, and computer use. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required.

Work Environment In-office position focused on administrative work. Moderate noise level. Occasional travel among agency locations, extended periods of computer work, and frequent interactions across multiple departments.
