Position Overview The Manager of Educator Preparation Program Content Development serves as a leader within the Educator Preparation Program (EPP) Content team, housed in the Office of Educator Preparation. Reporting to the Deputy Director of EPP Content, this role is responsible for overseeing the development, adaptation, and implementation of high‑impact instructional content designed to elevate the preparation of future Texas educators.
This supervisory role oversees up to three staff, manages vendor relationships, ensures content quality and alignment to agency goals, and supports the strategic rollout of training and implementation supports for EPP faculty and leadership. The position may lead either the adaptation of Reading Academies, Math Academies, HQIM Skills content for the EPP space, or the development of new content in Science of Learning and Behavior Management, along with associated faculty and leadership training.
Essential Functions
Strategic Oversight of Content Development or Adaptation:
Leads planning, development, and quality assurance of instructional content for EPPs, ensuring content is practice‑based, aligned to educator competencies, and responsive to the needs of teacher candidates.
Vendor and Contract Management:
Manages relationships with contracted vendors responsible for content development and adaptation; oversees deliverables, timelines, and quality standards; collaborates with procurement and program teams to ensure contracts support strategic goals.
Training and Implementation Strategy:
Leads design and development of training modules for EPP faculty and leadership to support integration of new content into coursework and program structures; coordinates with internal and external stakeholders to ensure training is accessible, effective, and scalable.
Program Monitoring and Continuous Improvement:
Develops systems for monitoring EPP implementation of content and training; analyzes feedback and data to inform ongoing improvements; supports long‑term implementation supports and sustainability plans for EPPs.
Team Management and Supervision:
Supervises Content Specialist(s); provides guidance, feedback, and support to ensure high‑quality work and professional growth; coordinates workstreams, sets priorities, and fosters collaboration across the team.
Qualifications Minimum Qualifications
Education: Graduation from an accredited four‑year college or university.
Experience: At least five (5) years of experience in strategy, implementation of large programs, communications, education, project management, operations, or a related field with a passion for public education.
Substitutions: An advanced degree may substitute for two years of required experience.

Knowledge of best practices in educator preparation, support, and development.
Proven experience in designing and leading effective professional learning for educators, including professional learning related to accelerating student learning, increasing instructional rigor, and/or high‑quality instructional material implementation.
Capable of working with a variety of stakeholders through small and large group facilitation opportunities.
Expert in long‑term project planning, including establishing outcomes, determining evaluative measures, and tracking progress.
Adept with balancing the demands of multiple projects at different stages of development while maintaining quality and consistency across all work with periodic job and task ambiguity.
Hold core project management skills, including planning, coordination, progress monitoring, issue resolution, stakeholder management and change management.
