Telecommunicator role – schedules vary based on vacancy need.

Schedules that may be assigned:

Day Shift – 5:30am to 5:30pm

Mid Shift – 12pm to 12am ($0.75 shift differential)

Night Shift – 5:30pm to 5:30am ($1.50 shift differential)

GENERAL STATEMENT OF DUTIES Operates telecommunication equipment in receipt and transmission of police, fire, and other calls. Performs related duties as required.

DISTINGUISHING FEATURES OF THE CLASS Telecommunicators perform responsible technical work monitoring multi-channel equipment to dispatch emergency and non-emergency calls on an assigned shift. Employees receive complaints and other communications from the public, contact units to be dispatched, and provide type, location, and other pertinent information. Work involves intensive use of computer systems and related interfaces. Work is performed under supervision of a telecommunications shift supervisor.

ESSENTIAL JOB FUNCTIONS Receives incoming calls on multi-band, multi-channel equipment. Classifies nature and type of emergency or call. Obtains precise and detailed information from distressed individuals to ensure appropriate action. Dispatches public safety personnel and equipment. Responds to public requests for information, routes calls to appropriate departments or persons. Records demographic and identifying data according to nature of emergency or non-emergency. Operates computer terminals for DCI and departmental systems. Enters and extracts data for investigative purposes by authorized entities. Receives and dispatches E911 calls, operates E911 equipment, including systems for communication with the deaf. Operates CAD computer terminal. Decides if calls should refer to other jurisdictions or request other local law enforcement, medical or fire personnel. Receives and dispatches police and fire calls for the City of Kannapolis. Monitors CCTV. Performs related duties and assignments as directed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of internal procedures for documenting and responding to all assistance requests. Thorough knowledge of the geographical and topographical features of the City of Kannapolis and surrounding area. Thorough knowledge of city infrastructure including transportation routes, major buildings and residential areas. General knowledge of telecommunications equipment used in law enforcement or public safety environments. General knowledge of public safety policies and procedures for responding to emergencies. Ability to operate technical, computerized equipment. Ability to communicate precisely with high accuracy and clarity. Ability to deal with the public courteously and professionally under stressful conditions. Ability to exercise good judgment and emotional maturity under stressful conditions. Ability to recognize potentially dangerous situations based on verbal descriptions. Ability to work longer hours on rotating or permanent shifts, with occasional overtime as required. Ability to maintain confidentiality of sensitive information.

ACCEPTABLE EXPERIENCE AND TRAINING Graduation from high school and some experience in radio dispatching or public safety telecommunications work requiring computer skills and voice communication is preferred, or any equivalent combination providing required knowledge, skills, and abilities.

ADDITIONAL REQUIREMENTS Must be 18 years or older at time of employment. Must possess or obtain, by hire, a valid North Carolina driver’s license. Must be a US Citizen and able to read, write, and speak English. Must acquire and maintain a valid certification from the NC Division of Criminal Information as a DCI Terminal Operator in all required modules.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS Physical demands represent those needed for essential functions; reasonable accommodations may be made for disabilities. Includes stooping, kneeling, crouching, sitting, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, hearing, repetitive motions. Requires sufficient visual acuity for operating computer terminals and reading. Requires ability to adjust focus, depth perception, and color vision. Requires sufficient auditory acuity for communication via public safety radio and telephone systems. No substantial exposure to adverse environmental conditions.

NOTE Successful applicants must perform all functions unassisted at required pace and level of performance. Must pass background investigation, qualifications appraisal interview, drug screen, and medical examination.
