About the Norfolk Community Services Board (NCSB) NCSB is the primary provider of public mental health, substance abuse, and intellectual disability services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas. Accountant II – Virginia Opioid Abatement Authority (VOAA) Funds Department Hiring Salary Range:

$50,624 - $58,217

Essential Functions

Monitors and reviews various expenses, projects and accounts by monitoring all expenses incurred for a particular event, reviewing vendor statements to ensure that all invoices are posted to the system and paid, reviewing invoices for completeness, preparing and distributing reports as required to indicate project status, ensuring that proper accounting standards are used, maintaining records for the department, developing spreadsheets and recording expenditures for reports, assisting engineers and project managers, researching accounts and explaining financial regulations.

Prepares financial information related to the VOAA grant and contract for project management and pass through of regulatory requirements to external agencies. Reviews grant conditions and grant award ensuring that all grant requirements are addressed prior to grant acceptance.

Assists with developing and implementing grant related policies, guidelines, and procedures to ensure program compliance. Develops or follows reporting systems to assure the City's ability to meet grant reporting requirements.

Evaluates expenditure estimates and makes necessary adjustments. Evaluates budget reductions and enhancement requests for funding for city department. Assists department with the preparation of their detail budget documents.

Communication, collaboration and correspondence with internal and external partners to include providing technical guidance in the preparation of grant applications.

Familiarization and adherence to prescribed guidance by the VOAA and City of Norfolk Finance Department and the Grants Manual.

Provides professional representation to internal and external partners, including leadership of local, state, and federal governmental and non-governmental groups.

Prepares accounts payable and purchasing documents, reviews for accuracy and approval, and posts in accounting system.

Qualifications Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Bachelor's degree in accounting, finance, business administration, or a related field preferred.

Experience One year experience.
