This professional accounting position also involves independent application of a variety of accounting skills. The incumbent for this position is responsible for auditing and processing complex contract payments utilizing various coding techniques to distribute and account for costs. The incumbent must have the ability to understand and apply applicable accounting rules, regulations, policies, and procedure related to an accounting program. Performs all duties in compliance with mandatory requirements of Section 215.422, Florida Statutes, and Chapter 69I-24 of the Florida Administrative Code. Duties & Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: Under the supervision of the Disbursements manager, and in collaboration with other team members, serving as Accountant III. The accountant will demonstrate strong customer service skills and work in tandem with team members to identify programmatic needs and deliver assistance in processing transactions through the State’s accounting system (FLAIR). Making payments to include, but are not limited to, Early Learning Coalition School Readiness and Voluntary Pre-Kindergarten payments, travel reimbursements, purchasing card, telephone bills, and insurance payments. Responsibilities include but are not limited to: Verifying the accuracy of invoices; Ensuring charges on invoices are in agreement with the terms specified in the contract; Reviews invoices to ensure that statutory requirements and Chief Financial Officer rules and regulations are adhered to; Verifies vendor name, address, and amount to be paid; Posts and maintains complete and accurate contract payment schedule; Ensures accurate accounting information (grant, organization codes, etc.) is used; Enters data into the State’s accounting system (FLAIR) to generate payment and runs summary to verify entries; and Assembles payment package and ensures all required documentation is submitted to the State’s Chief Financial Officer for processing. Resolves problems with State Comptroller’s Office returned vouchers. Scan and emails EFT remits to coalitions. Prepares monthly reconciliation of p-card charges and coalition contracts/grants and assists contract/grant managers, when necessary. Prepares redistributions for applicable payments to spread charges to various funding sources, after warrant/EFT is generated. Researches and responds to inquiries from customers. Responds to customers in a timely manner. Requests duplicate warrants as needed. Cancels warrants and prepares corresponding entries in the State’s accounting system (FLAIR). Represents Finance and Accounting on teams and completes special projects as assigned. Performs other duties as assigned. Qualifications

Ability to collect, evaluate and analyze data and develop recommendations; solve problems, document workflow and other activities relating to the improvement of fiscal operational and management practices. Ability to organize data into logical format for presentation in reports, documents, and other written materials. Ability to conduct fact-finding research. Ability to utilize problem-solving techniques. Ability to work independently. Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities. 2+ years of related work experience, preferably in accounting, business, project management or experience in a related field. Preferred Qualifications
Experience in processing transactions and entering data into the State’s accounting system (FLAIR). Experience in auditing and processing complex contract payments.
