3404,3408,8844,36A,70C,36B,65FX,65WX,6F0X1,F&S,FIN10 Brief Job Description Under the general direction of the Immunization Section Operations Director, the Financial Analyst IV will perform highly advanced financial analysis and monitoring of technical and program related projects and procurements that support expenditure forecasts; financial and operational impact; budget and operational impact; performance measures; and project deliverables for the Immunization Section. The position will oversee and administer financial processes and systems within the Section and review, analyze, and evaluate financial data. Work involves examination, investigation, and review of accounting records, financial statements, management practices, budget, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for related projects and procurements. The position will plan, assign, and supervise the work of the Section's Resource Coordination Team, planning and assigning the work of the Financial Analyst III and Program Specialist VI. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Essential Job Functions Lead to plan, review and report on the financial analysis of Immunization Section projects and procurements, overseeing the financial status of various Section programs. Perform final review and/or approval of financial reports and budget, backup documentation, and related correspondence and materials. Participate in strategic planning and the development of policies and procedures; oversee the development and management of Section financial reporting processes, procedures, and forms. Review projects for financial completeness, compliance with financial standards, and adherence to financial statutes, agency rulings and procedures. Plan, assign, and supervise the work of direct reports. Responsible for Grant Budget Review, Load, Oversight and Allocations to meet activities of programmatic objectives. Other Responsibilities Prepare and provide financial and expenditure progress reports; escalate and coordinate resolution of financial risks with Section leadership as needed. Make recommendations to mitigate financial risks and resolve financial and regulatory problems. Conduct meetings to inform staff of relevant policies and procedures; review/consolidate work products related to financial components. Develop models and analyses including annual expenditure forecasts and long-term financial plans. Perform highly complex financial analysis, monitoring, and regulatory work related to federal grant management and expenditure forecasts; prepare financial reports with findings and recommendations. Review and interpret new legislation and applicable laws/regulations; prepare financial and operational impact analyses of legislative proposals; act as technical advisor on financial matters. Lead preparation of management and productivity reports and studies; coordinate program procurement activities to ensure timely processing. Perform related duties including disaster response/COOP participation as assigned. Registrations, Licensure Requirements Or Certifications Bachelor’s degree in accounting, business administration, finance or related field preferred. Certified Public Accountant (CPA) preferred, not required. Knowledge Skills Abilities Knowledge of program policies, regulations, systems and federal/state rules related to Immunization programs. Knowledge of state agency budgeting and accounting practices; legislative appropriations process. Policies and procedure development, implementation, and maintenance. Collaborative work style; written analyses, documentation, proposals, plans, policies, procedures, standards and reports. Problem identification, evaluation, negotiation and implementation of solutions. Proficiency with PC software (Excel, Outlook, PowerPoint, Word) and financial data analysis and reporting. Ability to interpret data, adapt to change, plan and supervise the work of others, and communicate effectively. Initial Screening Criteria Experience in financial analyses, preferably in state government. Experience in overseeing and managing program budgets. Experience working with executive management on budget issues. Bachelor’s degree required; degree in accounting/finance/business/public administration preferred; relevant work experience may substitute for education on a year-for-year basis.
