Base pay range: $145,754.00/yr - $176,123.00/yr

Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Duties

Oversees the activities of the three Regulatory Compliance Units and works with the Assistant Chief who oversees the Examination Units to coordinate assignments;

Revises and oversees implementation of new information reports, spreadsheets, file tracking and other material to assist the Bureau in making reports to Executive, the Governor’s Office, and the Bureau Chief;

Coordinates with the Health Department on matters of joint concern, including those impacting Managed Care Organizations and Continuing Care Retirement Communities;

Supervises the analysis and comments on proposed amendments to laws affecting companies under the Health Business Unit’s jurisdiction;

Supervises the drafting of proposed new regulations, circular letters, and law amendments;

Coordinates and oversees the processing of rate adjustment applications submitted by commercial insurers, HMOs, and NYIL Article 43 not-for-profit health plans for various segments of community rated health insurance business;

Makes appropriate use of subordinates, associates, and the necessary fiscal and physical resources in accomplishing the Business Unit’s objectives;

Participates in NAIC conference calls where initiatives or changes impacting accounting reporting or capital requirements for health insurers are discussed;

Supports, through action and example, official policies and programs, particularly in the areas of affirmative action, performance evaluation and employee training and development;

Supervises various special projects as specified by Deputy Chief; and

Other duties as assigned.

Minimum Qualifications Non-Competitive:

Bachelor’s Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and eight (8) years of financial services experience with: 1) a regulated entity with regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Three (3) years of the experience must have been at a managerial level.

Substitutions:

A J.D. or a Master’s Degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience.

Salary: The starting salary for this position is $145,754 with periodic increases up to $176,123.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: Contingent Permanent

Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
