! In this role, you will lead complex, high-impact financial operations that directly support the financial health of WDFW, ensuring accuracy across budgets and compliance with key regulations. As a subject matter expert on grants and contracts, you will guide and mentor fiscal professionals, troubleshoot disputes, and collaborate with cross-functional teams to drive seamless financial processes. What to Expect- Among the varied range of responsibilities held within this role, the Accounts Receivable Lead: Serve as Principal Assistant to Accounts Receivable Manager: Responsible for overseeing the preparation of monthly status reports and performance measures, and monitoring deadlines. Aiding in overseeing and performing a variety of complex manual and automated fiscal tasks including reconciliations of agency subsidiary accounts that maintain the financial integrity of agency-wide core. Employ LEAN or other continuous improvement methodologies to achieve efficiency and respond to customer needs. Track and monitor the preparation and submission of financial reports required by state and federal government agencies. Make recommendations regarding fiscal controls; develop fiscal procedures in compliance with state and federal regulations. Act as financial system liaison between agency-wide users, and OFM for the financial integrity of accounts receivable processes and performance. Establish, integrate, and maintain accounting methods as new technology is implemented; review internal policy for compliance with OFM standards and procedures. Train and develop staff to use proper procedures and accounting methods to complete their tasks. Lead Fiscal Analyst: Post accounting activity (invoice amounts, pending adjustments and corrections to general ledger). Revenue and expenditure must match, research discrepancies between reconciliation and contract ledgers. (Federal Reconciliation & Aging Report) Indirect Distribution. Set up an indirect worksheet. Monitor rates. Prepare journal voucher entries. Collaborate agency-wide with Contractors, Agency Program Managers, Budget, and Contract Staff to provide training and technical support for fiscal related activity and financial systems, and resolving contract/grant discrepancies and/or errors: Identify, communicate, and collaborate to gain resolution on contract issues such as overspent contracts, unallowable charges, points of clarification needed. Contract Management: Review contract and budget identifying specific terms: Performance period, dollar amounts, CFDA number, special handling, match sources, indirect waivers. Clarify contract language and/or undefined language. Establish initial worksheets. Prepare invoices in compliance with contract, state, and federal regulations. Post monthly contract ledgers using WEBI reporting. Prepare accounting entries using journal voucher process which include accruals, error corrections, overspent contracts, and adjustments to balance out contracts. Submit payment requests via automated systems. Post invoices to subsidiary ledgers. Working Conditions: Work Setting, including hazards:

Typically, Monday – Friday, 7:00 A.M. - 5:00 P.M. Scheduled work hours may be flexible. May occasionally be required to work more than 40 hours per week or on weekends to meet deadlines. During July - September, fiscal/biennial closeout, very limited leave will be approved. Travel:

Limited travel for meetings and/or training. Qualifications: Required Qualifications: Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field. AND Two (2) years of professional experience in accounting, budget, finance, payroll, or public administration. OR One (1) year as a Fiscal Analyst 3. OR Equivalent experience which is equal to 5 or more years of professional experience. Preferred Qualifications: In addition to the required qualifications, our ideal applicant will possess some or all the following: Experience: Three (3) years of relevant experience working with state government accounting. One (1) year of experience, preferable working with contracts and grants. Professional experience analyzing, implementing, and interpreting fiscal information, Office of Financial Management regulations, Federal and State regulations. Knowledge of: Principles and practices of financial record keeping conducting audits and performing accounting functions. Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations. State and Agency accounting policies and procedures; basic principles of governmental accounting. Demonstrates proficiency in using and understanding AFRS (transaction codes, general ledgers, funds, etc.). Internal control procedures to protect and safeguard organizational assets and resources. Debits and credits of accounts to ensure correct payments and receipts are recorded. Researching, interpreting, and applying information in the State Administrative & Accounting Manual (SAAM) or Generally Accepted Accounting Principles (GAAP), RCW's, WACs, and IRS regulations. Ability to: Audit accounting information and verify its accuracy. Use accounting database and spreadsheet software to input, organize, track, and retrieve data. Conduct basic research using databases, files, reference manuals, and other sources to perform accounting functions. Perform basic mathematical computations using addition, subtraction, multiplication, division, and averages to solve problems.
