Finance Manager – State of Arizona, Department of Health Services

Location: Phoenix, AZ 85008 Salary: 79,360 Job Summary Under the direction of the Division Finance Manager, this position is the key point of contact responsible for the financial oversight for all areas within their assigned programs. The role works closely with program leadership and staff to track financial activity, provide timely information to stakeholders, and manage competing priorities to support operational success. The incumbent will be highly organized, anticipate short- and long-term objectives, and provide solutions to complex financial issues with minimal guidance. The position serves as a liaison between programs and other Finance functions (Procurement, Accounting, Analytics, Assurance and Purchasing) to ensure compliance with state and federal requirements, provide fiscal technical assistance, and maintain accurate data for contract and grant oversight. Responsibilities Monitor revenue, expenditures, and projected obligations for funded programs; interpret findings for leadership on a monthly basis or as requested. Collaborate with finance leadership and peers to set priorities, provide training, and support program management. Understand funds (appropriated and non-appropriated); review contracts and awards to identify allowable items and funding constraints. Review funding, ensure appropriateness, and obtain Finance Manager approvals on documents and systems; update reports and tracking tools. Provide financial strategic guidance to programs to meet budget goals. Oversee training for program staff on reports, budgets, and applicable financial policies; develop standard work documentation. Manage funding related to systems and platforms used by the assigned area (e.g., telephone database, cloud billing, AZ360); run payroll reports monthly and resolve payroll errors with the payroll team. Other duties as assigned related to the position. Knowledge, Skills & Abilities Performance Management (PM), Continuous Quality Improvement (CQI) and Lean methodologies. Selective Preference Bachelor\'s degree in Business, Accounting or related field with 5 years of related experience, including 2 years in a management/supervisory role. Master\'s degree substitutes for 2 years of experience. Government experience preferred.
