Finance Manager

Responsibilities Under the direction of the Division Finance Manager, this position is the key point of contact responsible for financial oversight for all areas within their assigned programs. The role collaborates with program leadership and staff to ensure awareness of all financial activity. It is a high-visibility role with multiple stakeholders who rely on timely, accurate information. The incumbent must be highly organized to manage competing financial priorities and anticipate short- and long-term objectives affecting staff, projects, and customers, ensuring operational success. Leadership may rely on this position for solutions to highly complex financial issues requiring prompt responses.

With minimal guidance, the position provides support to program management and acts as a liaison between assigned programs and other Finance areas including Procurement, Accounting, Analytics, Assurance and Purchasing. It follows appropriate accounting procedures and business processes to ensure state and federal compliance; provides fiscal technical assistance to programs and sub-recipients; and maintains accurate data to aid in contract and grant oversight.

Monitor a range of budgets with unique guidelines and restrictions; initiate budget and fiscal transactions and adjustments; ensure compliance with applicable policies and procedures related to fiscal activities.

Develop and update budget performance reports; manage expenditure projections and revenue, including billing where applicable.

Ensure funding is appropriate and available prior to approving/signing financial documents or systems; assist with grant budget monitoring and close-outs.

Gather data for internal and external audits and respond to OSBP/JLBC inquiries.

Serve as subject matter expert on financial summaries, purchasing, accounting, procurement, and related platforms; present complex financial information clearly to leadership.

Provide coverage for the Division Finance Manager during times of absenteeism as needed.

Other duties as assigned related to the position.

Knowledge, Skills & Abilities (KSAs) Knowledge of: Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.

Skills in: Financial management and leadership; oral and written communication; interpersonal relationships across departments; establishing priorities; critical thinking and problem-solving; analytics for budget review and projections.

Selective Preference(s) Bachelor's degree in Business, Accounting or a related field with 5 years of related work experience, including 2 years in a management/supervisory role. Master’s degree can substitute for 2 years of work experience. Government experience preferred.
