Full-Time Praescient Analytics is actively seeking an experienced

Counter-Narcotics Operations Analyst (SME)

to support a contract with the Narcotics and Transnational Crime Support Center (NTC). The NTC is a Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy (DASD CNSP) established and funded operational support activity consisting of DoD civilians, contractors and military service members responsible for providing tailored intelligence and operations support to Law Enforcement (LE) and Inter-Agency (IA) partners conducting complex, multifaceted operations and investigations. The NTC leverages authorities, resources, and capabilities of participating DoD and LE organizations to facilitate identification, targeting, disruption, and degrading of sensitive high-value TOC networks threatening US and global security interests.

Responsibilities

The SME provides the full range of professional expertise on Counternarcotics (CN), Counterterrorism (CT), Counter-Threat Finance (CTF), and Counter transnational Organized Crime (C-TOC) activities in support of the NTC mission, with emphasis on supporting interagency partners. Support the collaborative interagency process to target and disrupt networks that threaten U.S. national security interests. Provide advice and recommendations to senior staff on current CN, CTF and CTOC developments; facilitate knowledge transfer with DoD and LE personnel. Identify and explain transnational investigations targeting major illicit trafficking, narco-terrorist and other transnational criminal organizations; identify emergent money laundering schemes; integrate threat finance into planning efforts; shape action plans; support implementation.

Qualifications

At least twelve (12) years supporting intelligence operations in the US Federal Government. At least five (5) years of analytical experience identifying/detecting, targeting, and interdicting terrorist and/or criminal finance activities, including entity-level network analysis; experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR). At least five (5) years of experience providing support to law enforcement agencies in an investigative or analytical capacity; knowledge of preserving law enforcement evidence, chain of custody, and relevant financial data. Experience conducting meta-data analysis exploitation for operational support units. Proficiency with Specialized Intelligence Analysis tools (e.g., JWICS geospatial/communications tools and datasets). Proficiency with Intelligence Report Aggregators/Automated Message Handling Systems (e.g., TAC, RMT, NGT, Horizon). Proficiency with Intelligence Data Visualization Tools (e.g., Google Earth, Analyst Notebook, Target Cop). Ability to analyze raw financial data, including blockchain and corporate data, using existing and new analytical tools. Strong tradecraft and relevancy assessment aligned with USG standards. Understanding of relevant DoD intelligence and intelligence oversight policies, procedures, and requirements. Bachelor's degree in a related field from an accredited university.

Additional Qualifications

Experience with cryptocurrency analysis is highly desired.
