Under the direction of the Recreation Grants Branch Fiscal Manager, this position is responsible for moderately complex (journey‑level) Budget Analyst II or highly complex (senior‑level) Budget Analyst III preparation, maintenance, operation, and analysis of budget and financial operations for the Recreation Grants Branch of the State Parks Division. Duties include providing budgetary support and technical assistance to Branch, Division, and Agency staff and performing additional duties as assigned. MINIMUM QUALIFICATIONS
Education:
Bachelor’s degree from an accredited college or university. Experience:
Budget Analyst II: Two years of accounting or financial operations experience, including budget or related field. Budget Analyst III: Three years of accounting or financial operations experience, including budget or related field working for a Texas state agency or commission or closely related sector. Licensure:
Texas class “C” driver’s license within 30 days of employment. Acceptable Substitutions:
One additional year of required experience may substitute for 30 hours of required education, with a maximum substitution of 120 semester hours. PREFERRED QUALIFICATIONS
Education:
Bachelor’s or Master’s degree in Business Administration, Finance, Public Administration, Accounting, or related field. Experience:
Government or state budgeting, accounting, and/or financial management experience; preparation and monitoring of state budgets; administration of state and federal grants; experience with central Texas accounting system (CAPPS). KNOWLEDGE, SKILLS, AND ABILITIES
Budget Analyst II–III skills include office practices, record keeping, customer service, Texas state budget practices, forecasting methodologies, legislative procedures, automated accounting and budgeting programs, performance measurement, grant fund lifecycle, MS Office and spreadsheet proficiency, effective verbal and written communication, data analysis, project management, and professional relationship building. Knowledge of Texas Parks and Wildlife budgets and financial systems is required. WORKING CONDITIONS
Work 8:00 a.m. to 5:00 p.m., Monday through Friday; overtime as necessary; possible state vehicle operation; 5% travel with possible overnight stays; manual labor up to 20 lbs; dress and grooming standards; non‑smoking environment in state buildings and vehicles.
