General Description Under the direction of the Branch Chief of Administration and Research, this position performs moderately complex (journey-level) staff services work. Duties involve coordinating and performing staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, records management, and property management. The role coordinates records processing activities and responds to inquiries requiring interpretation of regulations, policies, and procedures. It collaborates with directors, supervisors, and other staff and may provide guidance to others under general supervision.
Essential Job Duties Human Resource, Training and/or Payroll Duties (5%) In consultation with the Human Resources Division, prepare, edit, and distribute correspondence, reports, forms, and documents. Coordinate and schedule training for agency employees; assist in developing job postings and screening applicants; answer policy and procedure questions regarding promotions, demotions, merit increases, transfers, and separations. Process employee payroll changes, handle leave requests, and serve as leave coordinator. Train regional and field staff in purchasing procedures, employee timesheets, and vehicle reports. Participate in selection panels and recommend hiring.
Purchasing, Accounting and/or Budgeting Duties (40%) Order merchandise, supplies, and equipment per state and agency requirements. Prepare and track procurement requests for accuracy and compliance with TPWD purchasing guidelines. Advise staff on purchasing policies and regulations, use of Procurement and Fuel Cards. Coordinate formal bid requests, contract purchases, contracts, and leases with the purchasing department.
Travel, Records and/or Property Management Duties (45%) Coordinate and schedule travel for agency employees and serve as travel coordinator. Maintain records filing systems and perform record retention work. Analyze internal processes and recommend procedural or policy changes to improve operations. Perform facilities management functions, including work order requests and reports. Maintain property records.
