The Illinois Department of Transportation is seeking to hire an Accountant for the Bureau of Construction. The successful candidate will, under general supervision, perform professional accounting and auditing work in creating files for new highway construction contract awards, establishes obligations with the Bureau of Business Services to allow for contract payments, and maintains an auditing system of payment estimates as the work progresses.
Position Overview
The Accountant will serve as Awards Accountant for the Bureau of Construction, reviewing and reconciling all data in the department's automated contractor payment system with source contractual documents for all new construction contracts. The Accountant will also review, correct, and approve all contract mobilization payments, audit contract change orders for arithmetical accuracy and compliance to departmental standards, and make correcting entries as required. Essential Functions
Serves as Awards Accountant for the Bureau of Construction. Reviews and reconciles all data in the department's automated contractor payment system with source contractual documents for all new construction contracts. Reviews, corrects, and approves all contract mobilization payments. Audits contract change orders for arithmetical accuracy and compliance to departmental standards. Makes correcting entries as required. Assists the Remittance Accountant with logging payments and entering payments into the department’s contractor payment systems. Performs other duties as assigned or required which are reasonably within the scope of those enumerated above. Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting or four (4) years of technical accounting experience. Preferred Qualifications
Prefers elementary knowledge of professional accounting and auditing theory, principles, methods, and procedures. Prefers elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures. Prefers elementary knowledge of office methods, procedures, standard office accounting machines, and equipment. Prefers ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems. Prefers ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports. Prefers ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine. Prefers ability to establish and maintain satisfactory working relationships with other employees and the public. Conditions of Employment
