Overview UC OFFICE OF THE PRESIDENT (UCOP) internal and external job posting describing the Systemwide Office of Civil Rights (SOCR) Data Systems Manager role. This position provides data systems management, reporting, and project coordination to support the systemwide civil rights programs, including processes related to anti-discrimination and Title IX/Title VII matters across UCOP and campuses.
Position Summary Experienced technical administrator focused on how infrastructure and system management apply to the Systemwide Office of Civil Rights case management system. Acts as a liaison between subject matter experts in SOCR, IT, vendors, and stakeholders to gather information and develop solutions. Manages system security, business continuity, system development, and future scaling. Works autonomously and communicates needs and projects to the Data & Analytics Manager and office leadership. Applies industry-standard business process and analysis practices and resolves a wide range of issues of moderate to complex scope.
Responsibilities
25% Applies technical expertise and business analysis to identify, evaluate, and define complex system scope and objectives to meet end-user needs. Develops and monitors changes to the Systemwide Office for Civil Rights' case management system, including licenses, access control, scaling, reporting, training documents, and change management.
25% Provides technical leadership in identifying and developing complex systems and procedures. Serves as system manager of the case management software for SOCR, assisting leaders to meet data requests. Creates technical specifications for systems across Title IX and Anti-Discrimination offices, leads integration and testing plans.
25% Gathers and analyzes business and user needs, documents requirements, revises system logic, and develops standardized policies to protect data integrity and security. Manages process changes and documents procedures for approval.
25% Documents and translates business and user needs into system requirements. Provides support and training on new applications. Performs complex analyses and may mentor other business analysts and lead a team.
Experience
Minimum of 5 years of experience in systems management, information technology or similar field in an IT/technical setting.
Minimum of 5 years of work in a higher education field preferred.
Skills and Abilities
Proficient knowledge of business and process analysis functions and related IT areas; ability to address technically complex issues with sensitivity.
Experience with process and software design, modification, and implementation to meet organizational needs.
Self-motivated with ability to work independently and in teams; strong problem-solving skills and time-management.
Experience documenting complex requirements (Use Case, User Story, narratives) and communicating technical information to varied audiences.
Knowledge of security-conscious data management and cross-location user provisioning.
Experience working with infrastructure and information systems teams.
Education
Bachelor's degree in a related area and/or equivalent experience/training.
Travel Requirements 5% rare travel for training or professional development; possible campus visits.
Special Conditions This position is eligible for a hybrid work arrangement. The selected candidate must reside in or relocate to California and report to Oakland, CA on an agreed schedule.
