Overview
Reports To: City Administrator The Water Utility Manager leads the work of the Cudahy Water Utility, and is responsible for the financial, technical, maintenance and repair, operational, developmental, public relations, and administrative functions of the Utility. The position involves high-level administrative, managerial, and professional responsibility for overseeing all aspects of the Cudahy Water Utility’s operations. This position reports to the City Administrator, and works as a member of the City’s Administrative Management team. The work involves the exercise of independent judgment and discretion in carrying out responsibilities under broad policies established by the Water Utility Commission, the State Public Service Commission and the Wisconsin Department of Natural Resources. The following duties are normal for this position. These are not to be constructed as exclusive or all-inclusive. Other duties may be required and assigned.
Responsibilities
Provides administrative planning, coordination, direction and review of Water Utility operations as mandated by laws and regulations.
Provides leadership in the operation and maintenance decisions of the Water Utility; determines equipment and staffing needs; establishes schedules and completion dates; sets assignments; monitors status of activities; manages progress within budget/target dates; meets with staff and addresses any issues/problems.
Supervises and evaluates the work activities of subordinate supervisory staff and support personnel; provides technical advice and assistance as needed.
Provides appropriate response in emergency situations.
Manages contracts and projects; plans, coordinates and supervises projects from conception to completion; maintains relations with suppliers and contactors; assures necessary permits are obtained; establishes and manages budget; provides information on status of projects to the public; and approves and signs off on completion.
Manages the acquisition of equipment and outside services; researches and writes specifications; prepares for bid process; investigates bid items and providers; recommends awarding of bids; monitors the delivery of specified equipment and services.
Prepares and manages the Department’s operating and capital budgets, with the assistance of the City Administrator and the City’s financial consultants; monitors and approves expenditures; seeks sources of funding, assists with grant and loan applications.
Communicates with citizens and community groups, elected officials, and other agencies, consultants and vendors; attends meetings; responds to questions, concerns and complaints; provides information to the media when designated by the City Administrator.
Reviews and responds to local, state and federal rules and regulations to ensure the Water Utility and the City are in compliance; reviews directives; interprets technical information and codes, correspondence, programs, policies, laws and procedures; evaluates operating procedures; plans and implements changes as required and provides necessary reported or related record keeping.
Participates as a member of the City’s Administrative Management team in long range planning, budget preparation, emergency preparedness and community relations.
Performs duties supervising and evaluating the Utility’s programs, operations and projects.
Represents the City as project manager on Water Utility projects and manages all required documentation.
Working with the City’s financial consultants, develops and provides recommendations on utility rates.
Experience
Progressively responsible experience in municipal public water utility and/or public works operations, including experience in a supervisory or administrative capacity.
Progressively responsible supervisory and administrative experience in a leadership position at a utility, preferably a public water or water-related utility.
Education & Certifications
A degree in engineering, water or environmental resources, business or public administration, or a closely related field preferred but not required.
Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
Certification in water operations through the Wisconsin DNR (D-1 and S-1), or the ability to obtain within 12 months of hire.
Must possess a valid Wisconsin Drivers License or ability to obtain within 6 months of hire.
Knowledge of the principles and methods of administration as they apply to the management of a public utility.
Knowledge of the full range of supervisory principles and practices, and personnel management.
Knowledge of water resource management principles, including surface water systems, water conservation strategies, and related technologies.
Knowledge of engineering principles and practices relating to municipal water distribution systems and water utility plant design and operation.
Knowledge of the appropriate use of construction equipment, tools, vehicles and supplies in daily operation and maintenance of a surface water treatment plant and water distribution system.
Knowledge of rate determination and financing principles and practices relating to public utilities, including billing and utility accounting.
Knowledge of business administration including financial management, general accounting, program and business planning, and budget development and monitoring.
Ability to manage multiple priorities and plan, direct and coordinate diverse functions of a government enterprise agency and associated staff.
Ability to prioritize, organize, direct, coordinate, evaluate and control the activities of administrative, technical and professional employees.
Ability to develop long-term plans and programs and to make sound professional decisions and recommendations on matters of public policy and on complex administrative and technical problems.
Ability to hire, discipline, train, evaluate, and supervise staff.
Ability to communicate effectively, both in writing and orally, including the ability to make presentations to groups.
Ability to serve as the primary representative of the Water Utility to the public, elected officials, and other organizations.
Ability to establish and maintain effective working relationships with staff, City officials, governmental agencies, vendors, contractors, and the public.
Ability to effectively develop and communicate technical and administrative recommendations to Boards, Commissions, elected officials, other governmental officials, and the public.
Ability to attend meetings and other functions outside of regular work hours.
Physical Demands Working environment primarily includes work typically performed in the office setting; however outdoor work, in inclement weather, may be required as necessary based on projects and the needs of the Water Utility.
Frequently required to sit, stand, walk, talk, and hear.
Occasionally required to stoop, kneel, crouch, or climb.
Must be able to use hands to operate tools, equipment, and standard office technology.
Ability to lift and carry up to 50 pounds occasionally.
May be required to access confined spaces, elevated structures, and uneven terrain during site inspections.
Must have the visual acuity to read maps, technical documents, and computer screens.
Occasional exposure to outdoor weather conditions and operational environments such as treatment plants or construction sites.
