This position is primarily responsible for supporting Storm Water Services through the routine inspections of all municipal Stormwater Control Measures (SCM). This includes field inspections, database management, contractor coordination, and compliance determination. This position has additional responsibilities, most notable being supporting the efforts of the dam safety team and developing the initiatives of the L- TS team.**Salary Range Offering:** $31.06 - $34.50/hr. Commensurate with Experience**Major Duties and Responsibilities:*** Perform SCM inspections and stream improvement project inspections.* Support Storm Water Services/Surface Water Quality through management of SCM and stream improvement project database management.* Management of contractors to conduct inspections which may include managing receipts/invoices and budget tracking.* Review third party SCM inspection reports. Provide any necessary feedback and upload final product to the database.* Support the development of the Long-Term Stewardship Group to manage city owned SCMs and stream improvement projects.* Assist with building L-TS file database of approved plans for city owned SCMs and input project information into city’s SCM database.* Coordinate with the Water Quality Program Specialist and the Surface Water Quality Project Coordinator.* Provide accumulated yearly data to support recordkeeping required by the city’s National Pollutant Discharge Elimination System (NPDES) permit.* Read, understand, and interpret design plans and specifications and convey meaning, often to a lay audience or customer.* Prepare easement violation notifications to help property owners and the city comply with regulatory requirements for conservation easements on stream improvement projects.* Provide reports of inspection activities as needed.* Perform re-inspections, certifications, or continuing monitoring of maintenance work.* Support the dam safety team through active participation, presenting educational topics, generating action items, and reviewing and uploading all submitted dam safety reports.* Perform annual dam safety inspections, annual Pre-Hurricane Season Inspections, monthly piezometer water level readings, and any Pre/Post Storm inspections that are required.* Review submitted stream inspections, attends stream field inspections, and provides feedback about stream database management.* Conduct closeout inspections as needed on municipal SCMs and provides key findings summaries to assist other city departments.* Monitor differing and changed site conditions.* Reject work found to be substandard in materials and workmanship.* Assist with citizen requests related to SCM and stream improvement projects.* Provide limited technical expertise or guidance to property owners.* Develop and implement processes to locate and collect inventory data for SCMs, perform inspections, and document results of the inspections.* Provide and manage communication pertaining to city owned SCM inspections.* Confer with city Staff, external consultants, contractors, citizens, and other interested parties to support program needs and interests.* Approximately 60% field work.**Knowledge, Skills & Abilities:*** Ability to read, understand and interpret design plans and specifications.* Commitment to excellence, customer service, integrity, and public service.* Excellent organizational skills and team oriented.* Excellent communication skills, both written and oral including writing reports, email communications, development of training tools, and presentations to groups.* Ability to communicate well with people that have a wide variety of education levels, job classes, technical knowledge, skills, and backgrounds.* Ability to perform duties at a consistently high level and with minimal supervision.* Ability to work cooperatively with other City employees and the public.* Ability to apply conflict resolution techniques.* Must be able to take initiative and practice good judgment to complete assignments.* Must have a willingness to participate in training when required for job function.* Possession of a valid driver’s license, good driving record and ability to receive and maintain a City Driving Permit* Effective computer skills including proficiency in Microsoft Office Products (Word, Excel, PowerPoint, Outlook) and GIS. **Preferred Qualifications:** * Bachelor’s degree in Environmental or Earth Science, Geology, Hydrology, Engineering, or related field preferred with three years overall relevant field experience.* Knowledge of the Charlotte-Mecklenburg BMP Design Manual, the City of Charlotte Land Development Standards, other local ordinances, requirements, and/or manuals.**Minimum Qualifications:*** Associate degree in a related field and two years of related experience.* Certification in SCM inspection and maintenance through an accepted regional certification program or the ability to obtain within one year.* Physical ability to inspect SCMs including the ability to lift up to 50 pounds and the ability to work under adverse weather and environmental conditions.**CONDITIONS OF EMPLOYMENT**The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
