Program Controls Specialist role at O2EPCM, Inc. dba O2 Engineering, Projects & Construction Management (O2EPCM). Location: Onsite (Los Angeles, CA). Employment type: Full-Time. Salary Range: $81,000 - $87,000. Responsibilities

Assist in cost control, budget control, data management, and reporting for the project control system. Identify best practices and coordinate the development and implementation of project controls tools and procedures to support these practices. Interface with Senior Program Controls Specialist and Managers to support decision making. Perform hands-on, detailed analysis and validation of data to ensure accuracy and reasonableness. Identify and recommend policy changes to improve the effectiveness of the organization and delivery of projects. Organize program and project level data to enable timely and accurate reports. Develop metrics and reports to provide accurate and timely information to management and stakeholders. Develop new program and project control processes and procedures related to budgets, estimates, schedules and roll-up of program information. Provide documentation support for program controls processes, policies and procedures. Provide support for internal and external audits. Review proposed project budgets and scope changes for proper justification and documentation. Troubleshoot project-specific budget, scope, schedule, funding or documentation issues with other divisions, branches or departments. Required Experience

Six (6) years of full-time paid professional experience in Project Controls, including planning, budgeting, estimating, forecasting, scheduling, cost control, schedule control, and project reporting. Three (3) years of the above experience as a Program or Project Controls Specialist in a government agency or infrastructure engineering/construction projects, using tools such as Oracle Primavera, Contract Manager, Unifier, Timberline/Gold Job Cost & Accounting System, or similar software. Required Education

Bachelor’s degree in Engineering, Construction Management, Information Technology, Finance/Accounting or Business Administration. OR 10.4 years of related experience in lieu of education (year-for-year). Proficiency in Microsoft Office. Required Skills

Excellent written and verbal communications skills. Superior organizational and planning skills. Ability to build efficient working relationships with project teams and department staff.
