Associate Counsel (Director of Intergovernmental and Legislative Affairs)
Base pay range
$103,870.00/yr - $145,682.00/yr
Duties Description
Under the direction of the Chief of Staff and in conjunction with the Office of General Counsel, the Director of Legislative and Intergovernmental Affairs will be responsible for the following:
Building, maintaining, and strengthening effective working relationships with elected officials, professional and advocacy organizations, policy coalitions, and community groups. Serving as the primary point of contact for these stakeholders and identifying issues for escalation.
Acting as the point of contact for legislative staff or legislators with questions regarding Justice Center operations or policies, including providing an overview of the Justice Center to legislative staff or legislators and representing the Justice Center at legislative forums or legislator-facilitated meetings with external stakeholders.
Working with the Office of General Counsel, the Deputy Director for Outreach, Prevention and Support, and the Justice Center Public Information Office to help shape coalition-building and outreach strategy to achieve public policy aims and enactment of legislative priorities.
Developing, with the assistance of the Office of General Counsel and input from Justice Center business units, legislative proposals to advance on behalf of the Justice Center.
Reviewing, analyzing, and providing appropriate written feedback on the Governor’s proposed Executive Budget, 21/30 Day amendments, legislative responses to the Governor’s Budget, and final Enacted Budget.
Collaborating with Justice Center Deputy Director for Administration and Budget/Finance staff to prepare items for inclusion in the Executive Budget; responding to requests from the Division of Budget or Executive Chamber regarding legislation of interest and problematic legislative proposals.
Assisting in the preparation of the Executive Director for legislative hearings, such as the Mental Hygiene Budget Hearing, including drafting testimony.
Acting as the agency liaison to the Legislative and Regulatory Affairs Committee of the Justice Center’s Advisory Council.
Working with the Deputy Director for Outreach, Prevention and Support and Chief of Staff to develop opportunities for proactive outreach and education and to respond to and track external stakeholder concerns and requests for presentations.
Advising on intergovernmental affairs and community relations strategy.
Managing the Justice Center’s legislative portfolio.
Staying informed of new developments in rules, regulations, court decisions, and legislation that affect the Agency.
Researching, analyzing, and tracking pending legislation, hearings, and/or policies that impact the Justice Center.
Reviewing and analyzing legislation under consideration by the New York State Legislature and consulting internally with affected business units to assess the impact of, and formulate the Agency’s position on, pending legislation.
Briefing executive leadership on impacts, recommended positions, and appropriate responses in collaboration with the Office of General Counsel.
Monitoring the execution of key initiatives and projects, including those related to unit services.
Educating affected business units to properly implement newly enacted legislation.
Working with the Public Information Officer on creating the Justice Center’s annual report and any other reports to the legislature or the public.
Remaining accessible to executive staff during and after office hours, as needed, to provide quick responses to Chamber and other related information requests including agency position, feedback, or proposed amendments on pending legislation.
Attending and/or monitoring relevant legislative committee meetings, hearings, and floor proceedings.
Attending and providing summary reports on meetings, events, and hearings of interest.
Other special projects or duties as required.
Travel may be required (approximately 20%).
Salary is commensurate with experience.
Minimum Qualifications
Candidates must have been admitted to the NYS Bar and must have 4 years of practice of law subsequent to admission to the Bar.
Preferred Qualifications
Five years’ experience in community affairs or intergovernmental relations in New York State or working directly with the New York State legislature.
Familiarity with New York State legislature, legislative processes, and key staff, as well as relevant non-profit and advocacy organizations.
Demonstrated political acumen and sound judgment.
Ability to prioritize multiple issues, take initiative, establish relationships, and gain a high-level understanding of the breadth of Justice Center operations quickly.
Exceptional oral and written communication skills, and ability to distill complex concepts quickly, clearly, and concisely for a variety of audiences.
Excellent research, analysis, information organization, and record-keeping skills.
Thorough attention to detail and accuracy.
Solutions-oriented outlook, flexibility, creativity, intellectual curiosity, collaborative approach and comfort working across divisions in a fast-paced environment.
Experience working on public policy campaigns, event planning, and staffing events.
Possession and maintenance of a valid Driver’s License issued by the NYS DMV.
