Manages operations of the city's surface water and groundwater treatment systems, including but not limited to the surface water treatment plant, elevated storage towers and water intake / pumping station; supervises department personnel; prepares and monitors annual department budget; completes required paperwork; and responds to customer complaints.
Essential Duties and Responsibilities

Manages operations of the city's water treatment plants; Responsible for the safe and efficient operation of the City's water treatment and production process; Supervises department personnel, including assigning and reviewing work, conducting performance reviews, training, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, and dismissing employees; Prepares and monitors annual department budget; Completes paperwork and prepares reports required by state and federal agencies; Establishes procedures in response to new Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) regulations and requirements; Purchases equipment, parts, and supplies for water plants, elevated storage towers, and water intake / pumping station; Oversees testing of water samples and bacteria analysis, including setting up procedures, collecting samples, and assigning sample work to plant operators; Responds to customer complaints, including determining the source of solution to water treatment problems; Reports important information to the Director of Water and Wastewater and General Manager in the absence of the Director of Water and Wastewater; Ensures plant personnel and others entering the facility follow established safety procedures and protocols while working at the facility; Ensures that plant equipment is running properly, including working on pump stations and other equipment as necessary; and Works with SCADA personnel on correcting problems and improve control operations. Supervises department personnel, including assigning and reviewing work, conducting performance reviews, training, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, and dismissing employees. Qualifications

High school graduation or its equivalent plus five years of experience operating a surface water and/or groundwater treatment facility, at least two of which involved supervision; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Prefer ground water and surface water experience. Knowledge Of
General management principles; surface water and groundwater treatment principles, processes, and procedures; budgeting principles and procedures; computers; and standard office practices and procedures. Skill/Ability To
Operate computers; oversee and administer water treatment process; perform basic and complex mathematical calculations; establish and maintain effective working relationships with co-workers and the general public; develop, organize, motivate, and effectively utilize staff; communicate effectively, both orally and in writing; and read and interpret manuals, policies, and other documents. Certificates, Licenses, Registrations
Valid Class C Texas driver's license; and must possess a TCEQ Class A Water License. Physical Demands
