FISCAL OFFICER – 50000013 – State of Florida Department of Veterans’ Affairs (FDVA). Location: Largo, Pinellas County. Annual Salary: $87,306.04 bi‑weekly. Minimum Qualifications

Bachelor’s degree from an accredited college or university or seven (7) years of professional experience in accounting and financial management in a large highly computer‑automated organization (or a year‑for‑year substitution). Five (5) years of supervisory experience. Strong accounting/finance background. Experience developing accounting and financial reports, annual budgets and administration, and other complex financial and accounting services. Financial modeling, forecasting, statements, analysis, account analysis, and monitoring experience. Proficiency in Microsoft Excel. Advanced skills in fiscal studies, data analysis, and recommendation of action. Proficiency in English verbal and written communication. Availability for emergency duties outside normal hours. Successful Level 2 Criminal Background Screening and Due Diligence Process. Preferred Qualifications

Managerial fiscal/budget experience with Florida state government or county/city. Bachelor’s degree in accounting. Description

This professional financial role conducts technical and fiscal analyses to ensure accurate and timely budget development, monitoring, and fiscal and resource analysis for all FDVA budget entities. The incumbent provides administrative direction and support services through the operation of a centralized accounting and budget office. Responsibilities include supervising and providing professional and technical assistance in a wide range of financial, administrative, and analytical activities, including fiscal impacts, financial reporting, systems analysis, strategic planning, and resource and debt management. Essential Functions

Knowledge of GAAP and budgeting principles. Knowledge of Microsoft Office applications and financial reporting practices. Effective communication skills, both verbal and written. Analytical and research skills for trend analysis and report development. Relationship building with state agency officials and employees. Supervision, development, and coordination of FDVA’s financial/budget requirements. Years of Experience

Minimum seven (7) years in accounting, budgeting, and financial management, including five (5) years in a managerial capacity. Language, Knowledge & Abilities

Applicants must possess supervisory principles, fiscal and financial management best practices, training techniques, and knowledge of state and federal laws applicable to financial statements, budgeting, accounts payable, revenue administration, and asset management. Abilities include multitasking, meeting deadlines, detail orientation, effective communication, decision making, and supervision. Examples of Work

Conduct fiscal studies, analyze data, and recommend actions. Monitor policy, procedure, and law changes for financial impact. Provide technical assistance on administrative requirements and fiscal policy formulation. Supervise and train Fiscal Office personnel, ensuring compliance with laws and regulations. Prepare periodic financial and statistical reports for senior management. Develop and evaluate accounting systems, including the new Florida Accounting System – PALM. Manage revenue administration, accounts payable processing, and expense monitoring. Coordinate budgeting activities, including operating, capital, and legislative budget requests.
