JOB SUMMARY The Building Plans Reviewer is responsible for reviewing architectural and structural construction plans and documents for residential and commercial projects to ensure compliance with the Florida Building Code, local ordinances, zoning regulations, fire safety standards, and other applicable laws. This position ensures proposed building projects meet all code requirements before permits are issued.

ESSENTIAL JOB FUNCTIONS

Review construction plans, blueprints, and specifications for compliance with:

Florida Building Code (FBC)

Florida Fire Prevention Code

Americans with Disabilities Act (ADA)

Local zoning codes and ordinances

Provide clear, written documentation of code deficiencies and correction requirements.

Collaborate with contractors, architects, engineers, and property owners to resolve design issues.

Interpret and apply complex building codes and construction standards.

Maintain accurate records of plan reviews, communications, and decisions.

Coordinate with other departments (e.g., zoning, fire, public works) to ensure comprehensive plan approval.

Assist in issuing building permits once all applicable reviews are complete.

Participate in pre-application and pre-construction meetings as needed.

Stay current with changes in building codes and attend required training or continuing education courses.

Testify or provide expert opinion in code enforcement cases, as required.

Essential Employees may be required to work during a declared or undeclared emergency.

Perform duties as assigned/necessary which are related, or logical in assignment to the position.

Knowledge, Skills and Abilities:

ICC Certification (International Code Council)

Experience working in a municipal or governmental environment.

Knowledge of Florida-specific building and hurricane mitigation standards.

Education and Experience

High school diploma or equivalent; Associate or Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field preferred.

Three (3) years of experience in plan review, building construction, or code enforcement.

Certification as a Plans Examiner (Building) by the State of Florida or ability to obtain certification within 12 months of hire per Florida Statutes, Chapter 468.

Additional certifications (Plumbing, Mechanical, Electrical Plans Examiner) are a plus.

Working knowledge of the Florida Building Code and related regulations.

Proficiency in Microsoft Office and permitting or plan review software systems.

Strong communication and analytical skills.

Valid Florida driver’s license with a clean driving record.

Special Qualifications For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire.

PHYSICAL DEMANDS The work is generally sedentary and may require exerting up to 20 pounds of force occasionally and 10 pounds frequently to lift, carry, push, pull or otherwise move objects. The following physical abilities are required:

Dexterity: Primarily with fingers, as in picking, pinching, or typing.

Hearing: Ability to hear and understand at normal speaking levels with or without correction.

Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

Reaching: Ability to extend hand(s) and arm(s) in any direction.

Mental Acuity: Ability to make rational decisions.

Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.

Visual Acuity: Ability to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
