Job Description The Pennsylvania Turnpike Commission is seeking a
Senior Employee Safety Specialist
with experience in Pennsylvania’s Accident and Illness Prevention Programs (AIPP) for a self-insured entity. The ideal candidate should have expertise in:
safety management systems
professional report writing
injury and fleet incident reporting and analysis
incident investigations
safety training development and delivery
workplace safety committees
collaborating with safety consultants
industrial hygiene investigations
networking across all organizational levels
Essential Functions & Responsibilities
Supervise and guide lower-level staff, including performance management and work review.
Manage complex programs, projects, and special assignments, ensuring consistency and compliance.
Lead project teams and coordinate meetings, maintaining effective communication.
Engage with internal and external stakeholders, providing policy and procedural guidance.
Address inquiries, resolve complex issues, and provide counsel on rules and regulations.
Prepare data for negotiations, complaints, and grievances; participate in legal processes.
Manage RFP and RFQ processes, vendor onboarding, and contract compliance.
Maintain and analyze HRIS and other automated systems; generate reports.
Develop and conduct training sessions; assess training needs and resources.
Review system changes, audit processes, and update content regularly.
Draft, review, and implement policy and procedural changes.
Ensure compliance with federal and state regulations affecting programs.
Participate in meetings, seminars, and project teams.
Handle confidential information appropriately and maintain records.
Use situational awareness to prevent accidents.
Perform other duties as assigned.
Qualifications Minimum of nine (9) years of experience in human resources and/or occupational safety, or five (5) years with a relevant bachelor’s degree, or one (1) year as a Human Resources Specialist with PTC. Equivalent education and experience may be considered.
Proficiency in Microsoft programs is required; experience with HRIS preferred. Valid driver’s license required, with the ability to obtain and maintain a Pennsylvania driver’s license within six months.

Physical Demands & Work Environment Frequent speaking, writing, report reading, and computer work. Occasional travel and fieldwork, including exposure to traffic and outdoor conditions. Work hours may extend beyond normal business hours as needed.
The office environment is generally safe with appropriate conditions; fieldwork may involve moderate risks with proper safety precautions.
