Overview Shelter Manager-NE_Lodge-602

Plans, directs, and supervises the work of volunteers, community service clients and assigned staff; assists residents staying in the Corps shelter overnight and during the day; performs client intake procedures and prepares client intake records; monitors the activity of residents on an assigned shift ensuring safety, security and compliance with house rules; maintains accurate and complete records including HMIS and logs containing pertinent information; ensures that the facility is maintained in a neat and proper order.

Responsibilities

Supervisory Responsibilities (30%)

Plans, directs, and supervises the work of Volunteers, Community Service workers and assigned staff; trains and instructs employees in proper methods and procedures; monitors work to ensure accuracy, completeness, and compliance with policies; assists with performance evaluations and hires/fires recommendations.

Housekeeping and Food Inventory Responsibilities (30%)

Assigns daily cooking, cleaning, and maintenance chores to clients/staff and ensures completion; participates in cleaning and maintenance of facilities.

Inspects facility regularly to ensure standards are met; ensures return and accountability of Salvation Army property (linens, etc.).

Approves purchases of food supplies; monitors expenditures within budget constraints.

Maintains adequate levels of food and supplies; prepares inventory records and ensures accountability and security of items; travels to stores to purchase/donate food supplies when needed; coordinates with Montgomery County Food Bank regarding supplies and inventory.

Client Intake and Security Responsibilities (25%)

Answers telephone inquiries about shelter operations; performs client intake procedures, including sexual offender checks; checks clients into the shelter and maintains intake records and resident roster; handles money and maintains security of monies received from clients.

Orients new clients to the program and prepares HMIS case records to facilitate case management; records daily statistics.

Oversees meal times and shower times, assigns bed numbers, distributes towels/linens/personal hygiene items; secures and distributes client medications as required.

Administers client sexual offender checks, Breathalyzer testing, and drug testing as needed.

Receives and processes money orders for rent; obtains client signatures on forms including house rules; tallies and balances money orders with receipts; deposits payments daily.

Inputs client information into HMIS accurately and updates client files; obtains signatures on forms; coordinates data collection with Montgomery Community Development when required.

Ensures clients comply with house rules; conducts baggage checks for drugs, alcohol, weapons, and pornography; records incidents and notifies supervisor of special circumstances; ensures facility security and alarms per lodge policy; refers clients to Ann’s Place for counseling.

Conducts routine facility checks to ensure doors are locked and nothing is amiss; secures the facility.

Provides general social services support to longer-term shelter residents; meets with clients to track progress and refers to Social Services Manager/Worker for further assistance.

Program Responsibilities (15%)

Creates and leads Celebrate Recovery programs conducted at the corps once per week, in coordination with corps officers.

Organizes and connects with capable volunteers to lead small step groups.

Networks with rehabilitation centers (e.g., Houston Harbor Light and ARC) and others as needed.

Encourages Celebrate Recovery participants to attend additional meetings and helps recruit volunteer drivers for transportation to meetings.

Other Responsibilities

Belongs to the corps leadership team with corps officers, office manager, and social service manager.

Refers shelter clients to Ann Place and follows up to ensure attendance at meetings.

Coordinates HMIS training with staff and the Homeless Coalition.

Represents the Corps as the EDS coordinator and records monthly EDS statistics; encouraged to take FEMA disaster training courses.

Performs other duties as assigned.

Minimum Qualifications Required Education and Experience:

High school diploma or GED.

Two years of experience in security or social services work in a shelter or similar environment with one year supervisory experience, or any equivalent combination of training and experience.

Certifications:

Valid State Driver's License

Food Handler Certification for all staff (or ability to obtain within established timeframe)

Basic First Aid certification (or ability to obtain within established timeframe)

Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write and communicate in English effectively.

Ability to perform data entry into a computer.

Ability to respond to emergency situations quickly and calmly; know when to call for help from Police, Ambulance, and Fire Services.

Ability to stand, sit, or walk as needed; travel within the building.

Moderate physical effort required; ability to lift and carry up to 50 pounds occasionally.

Working Conditions Work is performed in a residential facility with typical considerations; protect against noise, dust, and dirt as in such environments.
