Organizational Context and Job Purpose INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). The US SHE Manager strategically manages the Bayport and Plaquemine Health, Safety, Environmental, and Security departments and contributes to the Business and Plaquemine, LA site by developing, improving, and implementing SHE policies, procedures, and supporting programs. Purpose of the Job The US SHE Manager will provide expertise, advice and strategic guidance regarding occupational safety, health and environmental matters. The employee is to deliver value added consultation and risk assessments assigned by the business to grow the EO portfolio. Responsibilities And Accountabilities Provides strategic direction to a diverse group of SHE personnel to include establishing goals, mentoring, accountability, development, and performance management. Drives safety as the highest priority by driving the INEOS 20 Principles. Ownership and management of assigned cost centers. Responsible for maintaining the SHE assets and protective systems integrity. Establishes and communicates expectation, monitors performance, and holds stakeholders accountable for results. Communicates with peers on successes, opportunities, and priorities. Measures and communicates SHE metrics. Partners with internal and external resources in the development of mutually beneficial solutions to US Oxide SHE challenges. Strengthen organizational SHE culture through employee engagement, ownership, accountability, and behavioural based safety efforts. Oversees SHE turnaround planning and execution. Leads and supports the incident reporting and formal investigation systems. Responsible for ensuring compliance to all laws and regulations, certifications, permits, and INEOS initiatives. Delivers management direction for the Industrial Hygiene monitoring program. Oversees the Emergency Response Team and a member of the site Emergency Operations Center. Site and company representative on industry and community committees. Manages the Medical Department and ensures compliance to annual medical surveillance requirements. Partners with the US Environmental Manager to oversee and deliver site compliance to TX, LA, and US Federal regulations. Works with Procurement to evaluate and on-board third-party contractors. Accountability 2: Manufacturing Excellence Full and active member of the site leadership team. Promotes safety as the highest priority of the plant. Drives adherence to the 20 Principles of Safety and Life Saving Principles. Conduct routine Asset Care tours and participate in audits. Drives site to uphold all safety policies and standards. Drives sitewide compliance of training requirements. Lead teams that solve complicated issues involving HSE, operations, technical, and others. Identifies performance improvement opportunities in manufacturing facilities while collaborating with site personnel to improve performance. Champions change and continuous improvement. Knowledgeable of community concerns and local priorities. Develops capital projects to support the Long Range SHE Plan. Accountability 3: Business and Product Stewardship Support Member of the EO Merchant Sales Team. Owns the Transportation Emergency Response Guideline and serves as Transportation Event Co-coordinator. Through US Environmental Manager, provides guidance and oversite of SHE critical specifications and applications for EO railcars. Skills/Competencies BS in STEM field. 8 plus years of manufacturing experience in a chemical facility or refinery. 5 plus years’ experience leading and directing team of individuals Prior experience in environmental, safety and supervision preferred: Operations, SHE, and/or Technical Sales Services. A combination of the following preferred certifications/training: Certified Safety Professional (CSP) or equivalent. ISO 9001 Auditor Formal Investigation Lead Facility Security Officer 6 CFR 27.230 (a)(11) DOT HAZMAT 49 CFR 172.704. DHS Chemical Terrorism Vulnerability Information. Industrial Emergency Response Media non-spokesman (minimum) Commercial – Negotiation, Intellectual Property, Global Trade Sanctions, Competition Law, Commercial Compliance, and Customer Dispute. Technical Skills Safety: Knowledge of technical practices and programs used in the reduction or elimination of workplace hazards. Environmental Management System Design: Ability to design, develop and implement effective environmental management systems. Environmental and Health & Safety Regulations: Knowledge of local, state and federal environmental, health and safety regulations. Industrial Hygiene: Knowledge of procedures used to anticipate, recognize, evaluate and control physical, chemical, biological and ergonomic hazards.
