Position Overview The Office of the Public Defender is seeking a Reentry Specialist to serve as an essential team member on a state grant to facilitate community-based services and support for justice-involved children/youth in Baltimore County charged with gun possession. This is a grant-funded position currently funded through June 2025. GRADE ASTD9 $18.98-$21.87 ASTD10 $20.16-$23.26 ASTD11 $21.43-$24.75 LOCATION OF POSITION 200 Washington Ave, Towson, MD 21204 Main Purpose of Job Youth Reentry Specialists are key members of the grant team. They provide support services to children who were arrested for handgun possession and have a case proceeding in juvenile court after being charged as an adult. This position is funded by a grant from the Governor’s Office of Crime Prevention and Policy and is expected to run through at least June 2025. Primary Duties and Responsibilities include: Collaborate with lawyers and social workers to develop and implement individualized service plans for each client. Help participants navigate social service systems in the community. Provide ongoing support. Assist with data collection and reporting. MINIMUM QUALIFICATIONS Peer Recovery Specialist I: Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: None. Peer Recovery Specialist II: Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of experience providing parent peer advocacy services. Notes: Candidates may substitute additional experience as defined above or experience in child or adult caregiving, on a year-for-year basis, for the required education. Candidates may substitute nine credit hours from an accredited college or university in a human service program or human development program for one year of the required experience. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Social Services classifications on a year-for-year basis for the required experience. Peer Recovery Specialist III: Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of experience providing peer recovery support services. DESIRED OR PREFERRED QUALIFICATIONS Background and experience with children and young adults who are systems involved. Lived experience strongly preferred. Familiarity with Baltimore communities. Excellent communication skills. Ability to maintain effective relationships with project participants and other members of the grant team. LICENSES, REGISTRATIONS AND CERTIFICATIONS Candidates for positions in this classification must possess a current certification as a Peer Recovery Specialist within 12 months from date of hire from the Maryland Addictions Professional Certification Board. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. SPECIAL REQUIREMENTS Employees in this classification who fail to obtain the required certification by the end of 24 months of continuous employment with the hiring department shall be subject to disciplinary action. Applicants for this classification must be in a state of recovery for 2 years from a substance use, mental health or co-occurring disorder before they can be qualified to be hired as a Peer Recovery Specialist, Certified. Employees in this classification must complete any additional training that is deemed necessary and appropriate to maintain the required certification. Employees in this classification are subject to substance abuse testing.
