Position Summary

Responsible for working in collaboration with the most vulnerable members of the Puyallup Tribe to provide assistance to manage monthly payments on behalf of the Tribal Member beneficiary. The Representative Payee is responsible for meeting with and knowing the needs of the beneficiary, and acting in the best interests of the beneficiary to ensure that benefits received from the Tribe are used for the beneficiary’s current and/or future needs. Level I is expected to handle moderately complex work assignments and disseminates accurate information to clients. Sound judgment and the ability to establish priorities to determine the best methods to accomplish work is expected. Level II is considered a Lead position and deals with highly complex and confidential matters, and is expected to act as a resource to others; work assignments involve creative thinking and the ability to make non-routine decisions. Interruptions and changing priorities are regular occurrences and tight deadlines create job challenges. Essential Duties and Responsibilities

Level I: Must be thoroughly knowledgeable with, and follow the Representative Payment Program as described in the Tribal Code. Use any payments received on behalf of the beneficiary for current needs and save the remainder for future use. Set up and maintain separate bank accounts for each beneficiary in the beneficiary’s name. The Representative Payee has fiduciary responsibility and is an appointed representative payee by the Representative Payee Program. Assist the beneficiary to find other services needed, including filling out applications, seeking medical care, or finding caregivers or caseworkers. Recommend an alternative person or agency if the Representative Payee can no longer serve the beneficiary. Provide copies of receipts to the beneficiary for monthly expenses paid on behalf of the beneficiary. Maintain an accounting record showing expenditures, including receipts, on a quarterly basis with the Representative Payee Program. Travel locally to banks, stores, post office, or other locations to meet client’s needs. Coordinate with other social service departments to ensure clients receive resources and gather information to meet client’s needs. Perform duties of Payment Clerk in order to provide back-up as needed. Maintain confidentiality at all times. Perform other duties as necessary or assigned. Level II: All Level I duties plus: Meet regularly with the beneficiary, preferably face-to-face, to establish a budget and involve the beneficiary in financial decisions. Explain tribal membership benefits and the beneficiary’s expenses to the beneficiary. Prepare court documents and ensure timely filing; attend court with Payees and beneficiary. Review Level I files, assist in managing complex cases, and make recommendations to the Director for out-of-policy decisions. Assist the beneficiary in negotiations with landlords or others to secure favorable outcomes. Assist the beneficiary with filing tax returns, etc. File quarterly reports of receipts and expenditures and an annual report; reports must be filed timely. Notify the Representative Payee Program when the tribal member beneficiary dies or leaves the payee’s care. Return conserved funds to the program. Supervisory Responsibilities

Level I has no supervisory responsibilities, may assist with training of other Payees. Level II acts as a lead worker to Level I Payees, trains and assigns cases, serves as a resource to others, and may supervise when the supervisor is unavailable. Qualifications and Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience Level I: High School Diploma required and two years of related experience. Level II: Associate Degree in Social Services or a related field and four years of related experience in case aide support work in a Native American community, including prior experience as a Representative Payee; or equivalent combination of education and experience. Level I and II require intermediate knowledge of Word, Excel and Access. Must be able to produce word processing, spreadsheets and databases. Ceridian or ADP is preferred. Language Skills Ability to read, analyze, and interpret governmental regulations and documents for which the beneficiary may need assistance. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from the beneficiary, family, Tribal representatives, and others doing business with the beneficiary. Mathematical Skills Ability to perform basic arithmetic and understand measurements, percentages, and financial calculations. Reasoning Ability Ability to solve practical problems and interpret instructions furnished in written, oral, diagram, or schedule form. Other Skills and Qualifications Flexible, a team player, and able to work under stress. Willing to cross-train with other positions to ensure uninterrupted services. Friendly, courteous, and tactful. Dependable and able to track multiple tasks. Able to attend trainings as required. Must pass a background check before hire and periodically thereafter. Must have and maintain a valid driver’s license and proof of insurance. License must not have restrictions preventing driving a GSA vehicle. Physical Demands

The physical demands describe typical requirements and reasonable accommodations may be made. Regular use of hands; capable of sitting for long periods; occasional lifting up to 25 pounds. Close, distance, and color vision; ability to adjust focus. The work environment is usually moderate noise; office setting; may travel; may involve stressful deadlines.
