Summary The Qawalangin Tribe of Unalaska is seeking multiple dedicated and experienced Fisheries Program Manager/Fisheries Biologist to lead and oversee fisheries-related programs and projects. Reporting directly to the Environmental Director, the Program Manager/Biologist will work closely with Environmental Coordinators, Tribal staff, community members, and external partners to address critical fisheries management priorities. This position is integral to the Tribe’s efforts to preserve and enhance fisheries resources and habitats while aligning with Tribal goals for environmental sustainability and community engagement. Responsibilities Program and Project Planning and Management • Lead the planning, coordination, and execution of assigned fisheries projects, including timelines, budgets, and deliverables. • Oversee program and project teams, including staff, contractors, and volunteers, ensuring alignment with work plans and progress on budget allocations and spending. • Conduct fieldwork and site visits as required, identifying biological and environmental challenges and providing solutions for program and project implementation. • Monitor program and project progress, address challenges, and ensure timely delivery of reports and outcomes. Grant and Budget Management • Manage project budgets and funding allocations in compliance with grant requirements. • Prepare and submit progress updates, and technical documentation to funding agencies and stakeholders. • Identify and pursue additional funding opportunities to support long-term program sustainability. Community Engagement, Outreach, and Stakeholder Collaboration • Organize and lead outreach events to raise awareness of fisheries program activities. • Develop educational materials and deliver presentations to Tribal members, youth, and community stakeholders. • Foster collaboration with Tribal members, stakeholders, and external partners to align program goals with community priorities. • Represent the Tribe at regional and federal subsistence meetings and other relevant events Regulatory Compliance and Reporting • Ensure compliance with all federal, state, and local environmental and fisheries regulations. • Prepare regulatory and technical reports, maintaining detailed records for accurate and timely submission. • Monitor changes in fisheries-related regulations to adapt program activities as needed. Specific Project Areas The Fisheries Program Manager/Fisheries Biologist may lead projects in various focus areas, including: 1. Habitat Restoration and Monitoring o Coordinate habitat restoration activities, such as culvert replacement to improve fish passage. o Monitor habitat quality, fish escapement rates, and hydrological changes. o Conduct stream habitat assessments to identify additional restoration opportunities. 2. Fish Passage and Culvert Replacement o Oversee the removal and replacement of culverts with fish-friendly designs to enhance connectivity and reduce flood risks. o Monitor hydrological and ecological impacts before, during, and after construction. o Develop maintenance protocols for culverts to ensure long-term functionality and resilience. 3. Fisheries Monitoring Program o Design and implement fisheries monitoring programs, including data collection, analysis, and reporting for fisheries research and assessment. o Engages youth in fisheries monitoring and environmental stewardship at Camp Qungaayux, fosters community awareness through outreach, and collaborates with stakeholders. o Represents the Tribe at regional and federal subsistence meetings and other relevant events. Qualifications Education and Experience • Bachelor’s degree or Traditional Knowledge in Fisheries Science, Fisheries Biology, Natural Resource Management, Environmental Science, or a related field (Master’s degree preferred). • 5+ years of experience in fisheries project management, research, or outreach. Skills and Abilities • Strong project management skills, including budget oversight, timeline coordination, and stakeholder engagement. • Proficiency in data collection, analysis, and reporting for fisheries research and monitoring. • Familiarity with federal and state environmental regulations and permitting processes. • Excellent written and verbal communication skills. • Ability to work both independently and collaboratively. Preferred Qualifications • Experience working with Alaska Native Tribes or in rural fisheries management settings. • Knowledge of local fisheries issues and environmental conditions in Unalaska, AK. • Proficiency in GIS software, hydrological modeling tools, and Microsoft Office Suite. • Additional Requirements • Must pass a criminal background check. • Valid Alaska Driver’s License preferred (or obtainable within 90 days of hire). • Flexibility to work in both office and field environments. • Travel to project sites, stakeholder meetings, and training sessions is required.
