Contract to Hire • Hybrid - 3 days/week in-office • USC or GC preferred • Technical Program Manager – DCaaS - HPC Workloads Seeking a highly experienced Technical Program Manager to lead the execution of a DCaaS designed for HPC workloads. This role does not involve constructing a new data center; instead, it focuses on leveraging an existing facility and overseeing the data hall fit-out, WAN and network integration, hardware procurement, and multi-phase delivery execution in close partnership with the HPCaaS engineering team. The successful candidate will orchestrate a complex, multi-phase program ensuring data hall capacity, network infrastructure, and hardware readiness align with the performance, scalability, and reliability demands of HPCaaS.
Key Responsibilities
Own the end-to-end delivery of data hall fit-outs, ensuring HPC readiness across multiple program phases.
Oversee structured cabling, racking, cooling integration, and white space utilization within the hall.
Lead WAN and network fabric fit-out (Ethernet, InfiniBand, or Spectrum-X) to meet high-throughput, low-latency requirements.
Manage hardware procurement across compute, GPU, storage, and networking domains.
Develop and maintain delivery roadmaps, timelines, and budgets aligned with business objectives.
Collaborate with senior leaders and cross-functional teams to define the strategic direction of the DCaaS Program, ensuring alignment with value stream and organisational objectives.
Ensure compliance with security, regulatory, and industry best practices
Stakeholder Collaboration
Partner with HPCaaS engineering teams to ensure smooth handoff between infrastructure delivery and cluster commissioning.
Partner with Product Owners to maintain a healthy product backlog aligned with capacity, strategic key results and broader value statements.
Collaborate with vendors, OEMs, and integrators to manage supply chain and delivery commitments.
Work with operations, facilities, and SRE teams to ensure operational readiness.
Governance & Reporting
Ensure adherence to Delivery Lifecycle and Governance Framework across all program activities, maintaining alignment with organizational standards and best practices.
Proactively manage program-level risks, issues and escalations, removing barriers to ensure consistent delivery outcomes.
Represent DCaaS programs at governance forums, providing clear and concise updates on program status, progress, and risks.
Optimization & Continuous Improvement
Implement processes for repeatable, efficient fit-out execution across multiple halls.
Identify and mitigate bottlenecks in procurement, logistics, and vendor delivery.
Leverage lessons learned to reduce cost, delivery time, and risk in future phases.
Who We’re Looking For
8 years’ experience in Program or Project Management within data center, cloud infrastructure, or HPC delivery.
Proven track record of managing multi-phase infrastructure programs (>$50M preferred).
Strong knowledge of data hall fit-out (rack/power/cooling/cabling) and network infrastructure deployment.
Experience with hardware procurement for compute, storage, and network (especially HPC GPU/CPU infrastructure).
Proven ability to lead and deliver complex projects and programs from inception to completion, consistently aligning outcomes with organizational objectives and stakeholder expectations.
A proactive and hands on leader who readily contributes across all levels to support team success.
Exceptional relationship management and facilitation capabilities, enabling effective stakeholder engagement and cross-functional collaboration.
Strategic mindset complemented by strong planning and analytical skills.
Highly organized and detail-oriented, with a structured approach to program governance and oversight.
Solid technical acumen and the ability to engage, influence, and align technical stakeholders.
Excellent communication and interpersonal skills, with a focus on clarity, empathy, and impact.
Preferred Qualifications
PMP, PgMP, or equivalent program management certification.
Familiarity with HPC workload environments (AI/ML training, CFD, quantitative research).
Experience in multi-tenant, HPCaaS, or cloud provider ecosystems.
Understanding of security and compliance frameworks relevant to HPC deployments (SOC2, FedRAMP, ISO27001).
