The Health Services Administrator I (Operations Manager) for the Overdose Prevention and Response (ODPR) team plays a vital leadership role in advancing King County’s public health strategies to prevent overdose and mitigate the harms of drug use. This position oversees the operational and administrative activities of the ODPR team. The Operations Manager collaborates with community partners, other government agencies, and internal stakeholders to ensure effective, equitable, and innovative services for people at risk of overdose. The position is part of the leadership for the ODPR team, reports to the ODPR Strategic Advisor (Regional Health Administrator), and supervises approximately 3-5 staff.

The Health Sciences division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. Within Health Sciences, the Overdose Prevention and Response (ODPR) team delivers an array of services, including harm reduction supply distribution, overdose prevention and stigma reduction training, outreach and communications campaigns, linkage to care strategies, and coordination of opioid settlement investments and federal grants.

Operational Leadership

Oversee the day‑to‑day operations of the ODPR team, ensuring timely execution and reporting on initiatives such as harm reduction supply distribution, training, communications, low‑barrier response and connection to treatment, and housing and place‑based prevention and response.

Implement and oversee the operations of the ODPR program, aligning work with Public Health Seattle & King County’s Strategic Plan and King County’s Equity Framework.

Manage program priorities, work plans, and deliverables in collaboration with ODPR staff, Health Services Division leadership, and regional partners.

Provide administrative supervision to approximately 3-5 program/project managers in a matrixed environment and overall operational leadership and support to a team of 12-15 staff. Use organizational development tools and frameworks to support a healthy and strong team and workplace culture.

Analyze data and trends to adapt program strategies, support continuous quality improvement, and drive health equity outcomes. Oversee enterprise‑level reporting on key milestones and performance measures, including strategic plan and operational review quarterly updates to department and county leadership.

Support contract and grant management to ensure fiscal responsibility and compliance with local, state, and federal regulations and grantors.

Oversee procurement and contracting for the ODPR team in partnership with the PHSKC contracting team.

Administrative & Fiscal Management

Work with finance staff and program managers to manage the ODPR program budget, including county levy and city funding, opioid settlement allocations, and grant‑funded projects.

Monitor expenditures, identify funding opportunities, and ensure financial resources align with program needs and community priorities. Review project‑specific budgets and ensure coordination across the team for overlapping bodies of work.

Serve as team lead on human resources, including staffing plans, recruitments, workload management, and coverage/back‑up planning.

Required Qualifications

Bachelor’s and/or advanced degree or comparable experience.

Demonstrated experience applying public health principles, including the use of data, evidence, and community voice to inform decision‑making.

Proven skill in navigating and leading staff through complex processes in areas such as Request for Proposals, contract management, procurement, and invoice processing.

Proven experience in managing the day‑to‑day operations of a team, including budget and expenditure monitoring across multiple funding sources (e.g., federal, city, levy, and settlement), space planning, and records management.

Three (3) years’ experience supervising multiple staff, including co‑developing workplans, supporting professional development, and managing performance.

Experience managing complex projects that require coordination of staff from various internal work teams and business units across a governmental organization.

Effective communication, facilitation, and consensus‑building skills with diverse audiences.

Experience using organizational development tools and frameworks to build a strong team and workplace culture.

Deep knowledge of equity and social justice principles and practices and understanding of the effects of place, race, and policy and systems‑based inequities on communities and populations that have been marginalized and most directly impacted by overdose.

Desired Qualifications

Demonstrated experience serving as operations manager in a clinic and/or local health department providing overdose prevention services funded by multiple sources (federal, state, city, levy, and settlement).

Knowledge of SharePoint and Teams best practices and experience supporting a team through technological transitions in their use of these applications.

Experience with navigating King County government systems and processes in areas including Request for Proposals, contract management, procurement, and invoice processing.

Demonstrated experience managing overdose prevention programs.

Work Schedule This position typically works 8 hours per day, Monday through Friday, 40 hours per week anytime between 8:00 am and 5:00 pm. The position is subject to the Fair Labor Standards Act and is overtime exempt.

Work Location This position works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected will also receive a County‑issued laptop and must maintain a home workspace with reliable internet.
