Education and Experience:

Bachelor’s Degree in Civil Engineering, Real Estate, Urban Planning, Public Administration, or a related field, and four (4) years of experience in right-of-way acquisition, utility coordination, or real estate transactions; including two (2) years of experience involving property acquisition practices and utility relocation coordination.

Licenses and Certificates:

Valid Texas Class 'C' Driver's License or equivalent from another state by the date of appointment.

General Purpose Under general direction, coordinate and manage activities related to the acquisition of rights-of-way, easements, and property interests, and direct utility coordination for City infrastructure and capital projects.

Typical Duties

Manage professional services supporting acquisition of rights-of-way, including easements, property interests, and relocation or adjustment of utilities impacted by City projects; produce reports, analysis, legal instruments, relocation agreements, schedules, and cost estimates.

Negotiate with property owners, coordinate with utility companies, collaborate with consultants and legal counsel, interface with City departments and external parties, and administer acquisition and utility relocation activities to ensure timely, compliant, and cost-effective project delivery.

Develop acquisition and utility-related documents to be provided by the legal department, consultants, or other professional services; work closely with internal and external stakeholders.

Respond to inquiries from property owners, utility providers, industry stakeholders, government officials, and external parties regarding acquisition, easement, and utility relocation matters associated with City projects.

Manage administrative and managerial aspects, including contract compliance, analysis, reports, evaluations, presentations, records and files maintenance, and database management; coordinate information and efforts, communicating effectively to integrate right-of-way and utility needs into project schedules.

Important Notes Required supplemental questions and answers are considered an examination component and will generate a score. Applicants are being tested on a conditional basis pending review of minimum qualifications. Applications will be reviewed for applicants that pass the Supplemental Questions exam. Per CSC Rules & Regulations, after review of the minimum qualifications for applicants that pass the Supplemental Questions exam, a passing score, combined with applicable seniority points and veteran points, will be used to create a list of candidates.

Vacation Leave All regular employees who are regularly scheduled to work a minimum of twenty (20) hours per week and have held a position in the City Service for a period of six months are eligible for vacation allowance. Part‑time employees accrue vacation leave at a prorated amount based on scheduled hours.

Sick Leave With Pay Employees accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.

Accident With Pay Leave Under the Ordinance, employees are entitled to leave for occupational injuries and diseases occurring after adoption.

Pregnancy Leave Pregnancy is treated as a temporary physical disability. Employees may use accumulated sick leave, special sick leave, or annual leave. Written notice and medical verification are required.
